The Office of Research and Evaluation (ORE) combines empirical evidence and scientific methods to trace the Agency's progress in the fulfillment of its mission. The ORE reports findings to internal and external stakeholders to inform and guide their decisions. With a team of statisticians, analysts, and data management specialists, ORE supports CSOSA's mission and goals.
Duties
The incumbent is an agency data management authority and performs data management work to plan, develop, implement, and administer systems and databases used to store and retrieve data and develop standards for the handling of data. This position provides critical support for operations and strategic planning related to CSOSA information needs.
The incumbent performs data management work to develop and administer databases used to store and retrieve data and develop standards for the handling of data. The work supports the ongoing availability of data that facilitates reporting, client population analysis, predictive studies, and other areas. The incumbent operates with extreme independence and is relied upon to ensure appropriate storage, structure, and availability of systems to support short-term and long-term requirements.
Plans and coordinates the development of data structures and access strategies in alignment with business and mission requirements. Communicates with non-technical business users to determine specific business requirements for reports and business intelligence solutions.
Performs technical troubleshooting, code debugging, and problem solving for data warehousing solutions. Participates in and supports all phases of planning and problem resolution related to data warehousing.
Coordinates implementation of new database strategies on an enterprise-wide basis. Develops and enforces standards and procedures for the storage and retrieval of institutional data.
Maintains an accurate and comprehensive inventory of data, data systems, and data storage.
Assists in implementing effective business analytics practices that drive improved decision making, efficiency, and performance. Communicates regularly with technical, applications, and operational staff to ensure database integrity, security and optimized performance at the application and database levels. Identifies, communicates, and resolves data quality and data reconciliation issues.
Delivers organized, scalable, and meaningful visualizations, and reports for a wide range of customer needs. Builds creative solutions within constraints of existing networks, systems, and policies. Research opportunities for data acquisition and new uses for existing data. Proactively reviews information delivery pipeline and makes suggestions for improvement.
Collaborates with data managers, data engineering, data analysts, and subject-matter experts on projects from conception to deployment and beyond. Resolves the most difficult customer support involving integration or configuration related issues of data management.

Qualifications
In order to qualify for this position, you MUST meet all of the following Basic Requirements and Specialized Experience as stated below.
Basic Requirement: Applicants must have IT-related experience demonstrating each of the four competencies listed below (these competencies must be explained as demonstrated acquired experience in your resume':
Attention to Detail - experience reviewing my own information technology-related work or data and have been asked by others to review their work or data to ensure accuracy, completeness, and consistency with standards. IT-related experience demonstrating this competency include: Performing database and application performance monitoring.
Customer Service - experience maintaining relationships with customers, assessing current information technology needs of customers, and developing or identifying information technology products and services that are tailored to meet customer needs. IT-related experience demonstrating this competency include Creating and maintaining user roles and assigning privileges in database applications.
Oral Communication - briefing mid-level management and IT staff on the status of information technology systems, projects, or daily operations, including the communication of technical information to a non-technical audience. IT-related experience demonstrating this competency include: Expressing information technology information recommendations to employees and managers.
Problem Solving - identifying alternatives to address complex information technology-related issues by gathering and applying information from a variety of sources that provide a number of potential solutions. IT-related experience demonstrating this competency include: Assessing and correcting database application configurations.

In addition to meeting the Basic Requirement, you must also have: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-12 or equivalent in other pay scales) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience is defined as experience managing a major database system that requires the integration of different systems to include working as Data Engineer with a cloud computing platform service to integrate, transform, and consolidate data from various structured and unstructured data systems into a structure that is suitable for building analytics solutions in a data warehouse. This includes developing and/or maintaining a data warehouse for a large company, organization, or business.
