This position is located within the Department of the Interior, Office of Surface Mining Reclamation and Enforcement, Program Support Directorate.
Duties
At the full performance level (GS-13) the major duties of this position include, but are not limited to the following:
Provides expert policy and program analysis in support of senior level management decision- making on major Administrative initiatives, policies and strategies affecting the Abandoned Mine Land Reclamation Program.
Researches and disseminates information regarding pertinent legislative history, current and prior OSMRE regulations, and applicable administrative functions, policies, and processes of other related regulatory agencies.
Plans, schedules, conducts and/or coordinates special studies, surveys, reviews or projects to analyze and evaluate program field operations, data, statistics and other programmatic information.
Analyzes Administration initiatives and other Federal, state, and tribe programs to identify which activities simultaneously strengthen the mission of OSMRE and then works to build partnerships with relevant supporting agencies.

- Subject to financial disclosure requirements. You cannot own any direct or indirect financial interest in a coal mining operation
- Males born after 12/31/59 must be registered for Selective Service or meet an approved exemption
- May be required to successfully complete a probationary period
- Suitable for Federal employment, determined by a background investigation
Qualifications
Minimum Qualification Requirements:
To qualify for this position you must meet the Specialized Experience for the series to which you are applying.
Specialized Experience
To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to the GS-12 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled.
Specialized experience is defined as demonstrated experience:
You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal Service.
Performing formal and informal briefings and presentations to high-level management; AND
Evaluating impacts of new policies and procedures to determine the effectiveness in meeting department goals and objectives; AND
Researching and interpreting program related laws, regulations, and guidelines and making recommendations for improvements
Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F.
