This position, known as the Director of Operations, is assigned to the VHA Office of Quality Management (OQM) Executive Office Staff Section and reports to the Executive Director, OQM. This key leader drives coordination and collaboration across OQM national offices and through higher level VHA offices, overseeing the daily business operations and administration of OQM. The Director of Operations uses a mission focus, a quality mindset and a program excellence mentality to meet OQM objectives.

Duties

Major duties include, but not limited to: Supervisory and Managerial Authority Exercised Assigns work to subordinates based on organizational priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Evaluates overall performance of subordinates, and serves as the reviewing official on evaluations of nonsupervisory employees as delegated. Interviews candidates, makes or approves selections for subordinate nonsupervisory positions. Hears and resolves complaints from employees, referring group grievances and more serious unresolved complaints to a higher level supervisor or manager. Identifies developmental and training needs of employees, and provides or arranges for needed development and training. Exercises significant responsibilities in dealing with officials of other units, organizations or in advising management officials of higher rank. Recommends awards and bonuses for OQM staff and changes in position descriptions. Program Operations duties Develops detailed plans, tasks, milestone dates and schedules to ensure proper sequencing of events and tracking of processes and costs throughout the life cycle of the programs/projects. Participates in regular information planning sessions, maintains productive interaction with staff, reports on the status and progress of work accomplished to date, and monitors work in progress. Drafts guidance and direction regarding program management and reporting. Manages short- and long-range planning activities that include multi-year work plans that are the products of subordinate organizational projects/programs. Program Analysis duties Analyzes and evaluates (on a quantitative or qualitative basis) the effectiveness of line program operations in meeting established goals and objectives. Researches and investigates new or improved business and management practices for application to agency programs or operations. Analyzes management information requirements to develop program or administrative reporting systems including the systems specifications, data gathering and analytical techniques, and systems evaluation methodology. Develops procedures and systems for establishing, operating, and assessing the effectiveness of administrative control systems such as those designed to prevent waste, loss, unauthorized use, or misappropriation of assets. Contract Officers Representative (COR) Responsible for contract management activities by monitoring the technical work of the contractor, quality assurance and inspection of deliverables. Reviewing and approving or rejecting technical deliverables. Advises the CO of the need to issue change orders, develop estimates for equitable adjustments, assist in evaluating contractor claims. Work Schedule: Monday - Friday 8:00 AM - 4:30 PM Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/19/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Individual Occupational Requirements (IOR): The 0671 Occupational series has an IOR that must be met: Undergraduate and Graduate Education: Major study - hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR, Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Special Provision for Inservice Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. In addition to the IOR, candidates must also meet the following specialized experience for the Supervisory Health System Specialist GS-14 grade level. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for completion of work; Evaluates overall performance of subordinates; Plans and initiates a comprehensive evaluation system for the review and analysis of proposed costs, program development, and performance; Develops life cycle cost analyses of projects or performing cost benefit or economic evaluations of current or projected programs. You will be rated on the following Competencies for this position: Communication Critical Thinking Customer Service Decision Making Human Capital Management Leadership Organizational Performance Improvement Planning and Evaluating Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
