Duties
You will provide case management services to customer activities responsive to Equal Employment Opportunity Commission (EEOC) and Navy
regulations.
You will develop and implement innovative methodologies and processes for effective resolution, management, processing, and settlements.
You will use internal and external databases and spreadsheets to track, analyze and report on both informal and formal complaints of discrimination.
You will provide advice and guidance to Human Resources (HR) specialists and activity management on sensitive and complex issues relating to workplace disputes and/or EEO complaint processing during both the informal and formal stages.
You will provide advice and consult to HR specialists, HR site managers and management officials regarding sensitive and complex cases.
You will prepare parties for mediation and coordinate scheduling of mediation and identification of an appropriate neutral and subject matter expert.
You will serve as Reasonable Accommodation Point of Contact (POC) for customer activities.
You will develop, implement, evaluate and improve processes and procedures to monitor the effectiveness, efficiency, and productivity relating to EEO programs.
You will support the development of training on a wide variety of EEO topics to include EEO complaints processing, RA, sexual harassment/anti/harassment, ADR, diversity, etc.
Requirements

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
For GS-11:
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector analyzing facts, identifying problems, reporting findings, and recommending corrective or other appropriate action to management or employees in relation to any of the following Equal Employment Opportunity (EEO) Program areas: EEO Complaints Management, Alternative Dispute Resolution (ADR), and Disability Program/Reasonable Accommodation (RA).
For GS-09:
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector analyzing facts, identifying problems, reporting findings, and recommending correcting or other appropriate action for a senior specialist to consider in relation to any of the following Equal Employment Opportunity (EEO) Program areas: EEO Complaints Management, Alternative Dispute Resolution (ADR), and Disability Program/Reasonable Accommodation (RA).
For GS-07:
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector assisting a senior specialist with collecting and organizing facts and data and researching and interpreting basic laws, regulations, and policies in relation to any of the following Equal Employment Opportunity (EEO) Program areas: EEO Complaints Management, Alternative Dispute Resolution (ADR), and Disability Program/Reasonable Accommodation (RA).

Education
Education may be substituted for experience as follows:
For GS-11:
Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher level graduate education leading to such a degree

LL.M., if related to the position.
For GS-09:
Master's or equivalent graduate degree
or
2 full years of progressively higher level graduate education leading to such a degree
or
LL.B. or J.D., if related to the position.
For GS-07:
1 full year of graduate level education
or
superior academic achievement
