You will serve as a EQUAL EMPLOYMENT SPECIALIST in the HUMAN RESOURCES OFFICE of NAVAL FACILITIES ENG SYSTEMS COMMAND PAC. A Cost-of-Living-Allowance (COLA) of 9.28% will be added to the stated salary. COLA is subject to change at any time.

Duties

You will monitor complaints activity across an organization to identify problems and recommend solutions. You will advise managers and employees concerning the advantages to utilizing an alternate dispute resolution (ADR)  program. You will design affirmative employment strategies focused on ensuring a workplace that offers equal access and opportunity to jobs. You will advise managers on preparing affirmative employment program (AEP) plans for an organization.

Requirements

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to obtain and maintain a current valid United States driver’s license.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Must be a US Citizen.
  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Working with the Federal equal employment opportunity complaints program, to include counseling, investigation, and adjudication of individual and class complaints of discrimination; 2) using fact-finding, analysis, and problem solving to identify EEO problems and advise senior leaders on remedial courses of action and EEO implications of management decisions; 3) identifying special equal opportunity employment problems encountered by various ethnic groups within the work force and/or those seeking employment; 4) communicating both orally and in writing at the professional level to develop and present facts, conduct briefings, orientations, and training workshops, respond to congressional or special interest correspondence, and to prepare findings, recommendations and status of complaints.
