You will serve as a EQUAL EMPLOYMENT SPECIALIST in the TOTAL FORCE MANPOWER RESOURCES OFFICE of COMMANDER NAVY REGION HAWAII.
A Cost-of-Living-Allowance (COLA) of 9.28% will be added to the stated salary. COLA is subject to change at any time.
Duties
You will use mediation techniques to further parties' understanding of different perspectives.
You will coordinate training for staff personnel involved in Military Equal Opportunity (MEO) and Equal Employment Opportunity (EEO) complaints management (e.g., planning, counseling, investigating).
You will implement procedures for processing formal and informal individual and class complaints of discrimination and reprisal.
You will perform fact finding and analysis of Military Equal Opportunity (MEO) and Equal Employment Opportunity (EEO) problems.
Requirements

- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You must either attend and successfully complete, or have attended and successfully completed, the Defense Equal Opportunity Management Institute (DEOMI), Equal Opportunity Advisor Program (EOAP) within the period specified by the employer.
- You will be required to maintain strict confidentiality of the complaint information, case files, interviews, etc., that pertain to the EO office.
- You will be required to be trained and certified in mediation and obtain annual refresher training.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Determining training requirements and organizing classes for counselors and supervisors to ensure a complete understanding of Military Equal Opportunity (MEO) and/or Equal Employment Opportunity (EEO) practices; 2) Identifying MEO/EEO and developing action plans to resolve issues; 3) Processing difficult and complex complaints through fact finding and analysis; 4) Utilizing Alternative Dispute Resolution (ADR) techniques to resolve MEO/EEO problems. NOTE: This experience must be fully demonstrated in your resume to be considered for this position.

Specialized experience may be substituted with the following education:
Ph.D. or equivalent doctoral degree
OR
3 full years of progressively higher-level graduate education leading to such a degree
