Duties

This position is a mission critical occupation and is responsible for analyzing public health programs, policies and procedures to ensure that Health Resources and Services Administration meets its mission, goals and objectives. As Supervisory Public Health Analyst, you will serve as a Regional Administrator, you serve as the HRSA Administrator's representative in the region and Office of Intergovernmental and External Affairs (OIEA) focal point for responding to the needs and requests of external entities. You manage regional operations and supervise a staff of high-level public health analysts and other professional and administrative personnel. Your major duties and responsibilities include: Managing the Region by developing strategic and tactical plans for the states and territories included in their region to achieve HRSA and IEA goals. Exercising full management and supervisory authority to support the overall operations of the Regional Office. Ensuring that the various health care entities in the Region are aware of the Agency's resources. Developing and maintaining relationships with state, territory, local, and tribal government leaders and creating new partnerships with key stakeholders to address HRSA's key priorities. Ensuring the efficacy of HRSA's regional resources which includes human capital, technology, and facilities. Requirements

  • U. S. Citizenship is required.
  • All qualifications and time-in-grade requirements must be met by the closing date of the announcement. Federal applicants must submit an SF-50 to show status and time-in-grade.

  • PHS Commissioned Corps applicants must submit current personnel orders.
  • A one year supervisory probationary period may be required.

QUALIFICATION REQUIREMENTS: Basic Requirements for all Public Health Program Specialist Series, 0685 positions require that your resume experience demonstrate that you possess the following competencies: Knowledge of organizational, operational, and programmatic concepts and practices applied by public, private, or nonprofit agencies and organizations engaged in public health or other health-related activities. Knowledge of the methods, processes, and techniques used to develop and deliver public health or health-related programs in State and local settings. Knowledge of a specialized public health program. Knowledge of, and skill in, the application of administrative or analytical methods and techniques necessary for working within the framework of a public health or related organization and carrying out specific program functions. Skill in oral and written communications, gathering and conveying information, making oral presentations, and preparing reports, correspondence, and other written materials. MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance. In order to qualify for this position at the GS-15 level, your resume must clearly demonstrate that you have one full year of the minimum qualifying experience comparable in difficulty and responsibility to at least the GS-14 level in the federal service. Examples of the minimum qualifying specialized experience equal to the GS-14 level include the following types of tasks performed on a regular and recurring basis: 1. Supervising staff, including prioritizing, and assigning work, recommending professional development, evaluating, and addressing performance and/or conduct issues, etc. AND 2. Developing and executing strategic and operational plans to achieve public health program goals and objectives focused on intergovernmental affairs (e.g., working with state and local health officials), external affairs and partnerships, or other special initiatives. Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited. A competency is defined as a measurable pattern of knowledge, skills, abilities, behaviors, and other characteristics that an individual needs to perform work roles or occupational functions. PUBLIC HEALTH PROGRAM MANAGEMENT - Plans, develops, coordinates, and manages the structure and administration of public health organizations and the policies that impact health programs and reimbursement of health services. PUBLIC HEALTH SURVEILLANCE - Knowledge of principles, methods, and procedures to conduct ongoing systematic collection, analysis, interpretation, and dissemination of health-related data essential to planning, implementation, and evaluation of public health practice. LEADERSHIP - Inspires, motivates, and guides others toward goal accomplishment; coaches and mentors subordinates; adapts leadership styles to a variety of situations; models high standards of honesty, integrity, trust, openness, and respect for individuals by applying these values to daily behaviors.
