The primary purpose of this position is to serve as a Principal Intelligence Analyst (PIA) and INDOPACOM subject matter expert engaged in the technical analysis and production of information. National Air/Space Intelligence Center (NASIC) (HAF/A2), Global Exploitation Group, Information Exploitation Squadron (GXK), INDOPACOM Research and Reporting Flight, Wright-Patterson AFB OH.

Duties

Serves as a senior adviser/manager and primary consultant on INDOPACOM Open-Source Intelligence analysis and production. Develops and presents intelligence assessments to a wide variety of service, national, and coalition customers. Conducts and oversees the most complex analysis of Open-Source Intelligence. Manages and oversees INDOPACOM Open-Source Intelligence collection and production.

Requirements

  • All new DCIPS employees are required to complete a two-year DCIPS trial period.
  • Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information.
  • Involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.

  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing.

  • The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.

  • A graduate degree or equivalent experience in intelligence, foreign area studies, the social sciences, or other related disciplines is highly desired
  • Experience in PAI/OS collection or OSINT is desired.
  • The work requires prolonged concentration on highly complex problems; frequent requirements for quick-reaction responses create considerable pressure.
  • Temporary Duty (TDY) air travel may be required within the US (CONUS) and occasionally overseas (OCONUS).

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Mastery knowledge in the INDOPACOM Area of Responsibility. Knowledge in a wide range of concepts, principles, practices, and subjects in the scientific and technical arenas for PAI collection and OSINT production. Mastery of a comprehensive range of intelligence research, collection methods and analytical applications and methodologies that includes the evaluation of many diverse sources of information utilizing Open-Source Intelligence tradecraft, tools, and information systems to develop intelligence capability and assessments. Amasses and analyzes in detail intelligence data using sing-int analytical expertise from either regional or functional background/training to current and operational intelligence missions. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a comprehensive range of intelligence research and collection methods, techniques, and practices to use intelligence information systems to capture data to produce INDOPACOM specific intelligence products. 2. Knowledge of advanced analytical principles, concepts, and methods to produce detailed analyses of complex information/situations. 3. Knowledge of the national intelligence community, Joint, DoD structure, organizations, and mission/functions, inter-relationship and operations. 4. Skill in conducting unbiased complex research, identifying appropriate available systems/data sources, and producing collection requirement assessments that answer specific tasks to link and leverage agency capabilities in support of customers. 5. Skill in communicating effectively with others, both orally and in writing, in working out solutions to problems or questions related to the work, writing clear and concise intelligence products, and delivering written and/or verbal presentations to senior level audiences for decision-making purposes. 6. Ability to maintain control of classified material, quickly assimilate disparate data, render knowledgeable and accurate assessments of the implication of such data, and make decisions, estimates, and recommendations under conditions of urgency and pressure based on mature judgment and experience and present and/or justify a position effectively. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
