The primary purpose of this position is to o lead three or more workers to accomplish trades and/or labor work on a substantially full time and continuing basis. Leader is responsible to both perform the work assigned by a supervisor and ensures that subordinates completed assigned work consistent with trades and labor standards.

Duties

Leads a team of trades and/or labor workers Performs nonsupervisory trades and/or labor work that is usually of the same kind and level as members of the work crew led. Performs/leads aircraft corrosion control treatment and prevention tasks Service, maintain, controls tools - Ensures tools are properly serviced IAW manufactures recommendations, marked, calibrated, and secured when the area is unattended and at the end of the shift Utilizes safety practices and procedures Accomplish operational and maintenance record keeping, both manual and automated, associated with aircraft maintenance and repair

  • This position is designated by the Air Force as a Testing Designated Position (TDP) under the Air Force civilian drug-testing program. As a mandatory requirement for employment in this TDP
  • The incumbent is to (a) refrain from the use of illegal drugs and (b) if required, submit to urinalysis testing. The selectee must sign statements acknowledging the position is identified as a TDP.
  • This is a drug testing designated position. The incumbent is subject to random testing for drug use
  • May be required to travel TDY as directed my management, sometimes on short notice, traveling by military or commercial aircraft or by any other designated means
  • May be required to work other than normal duty hours and tours of duty such as rotating shifts, overtime, weekends, call back, uncommon tours of duty, holidays, etc
  • Work requires employee to drive a motor vehicle. Valid driver’s license will be required
  • Participates in training to include providing on-the-job training to others
  • Performs other related duties as assigned

Qualifications

In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C. QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WL-4102-09, PAINTER LEADER position. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time. The screen out element for this position is the ability to do the work of a Painter Leader without more than normal supervision. JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Working knowledge of a wide range of principles, processes, and techniques of all assigned aircraft Knowledge of and skill applying methods, preparation and application of aircraft/equipment coatings such as paints and thinning additives, solvents and pre-coating agents, etc. as well as standard and special finishing techniques (e g, matching and blending coating materials) Knowledge of safety regulations, practices, and procedures Knowledge of the use and maintenance of tools, equipment, and equipment common to trades and labor work performed by the group being led Skill in performing the trade and /or labor work of the group being led Ability to lead a team of three or more labor or trade employees. Ability to plan and organize work assignments to include determining resources required to accomplish mission PHYSICAL EFFORT: The painter prepares and coats surfaces from ladders, scaffolds, stands, and platforms, and in situations where the surfaces to be coated are in cramped and hard to reach. The work may be at extreme heights. This requires the ability to stand, stoop, bend, kneel, climb, be strapped into swing stages, and work in tiring and uncomfortable positions. Ability to lift, carry, and set up materials and equipment that weight up to 10 pounds. Occasionally may be required to handle materials and equipment weighing over 40 pounds. WORKING CONDITIONS: The work is done inside and outside with dirt, spray, and fumes usually present. The painter is sometimes required to prepare, treat, and finish surfaces outside in all types of weather. Protective equipment and clothing such as safety shoes, safety glasses, gloves, hard hats, coveralls, respirators, and other protective gear are required. Frequent exposure to the possibility of cuts and bruises, may be exposed to the possibility of broken bones. Exposure to toxic paints, chemicals, or other hazards may require occupational health examinations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
