You will serve as an ENGINEER in the Command Digital Artificial Intelligence (CDAO) Project of NAVAL SURFACE WARFARE CENTER.

Duties

You will be a key leader in the development of NSWC PHO vision for the use, adoption, and safeguarding of digital and Artificial Intelligence (Al) for both customer-facing, Warfare Center (WC) usage and within the organization. You will support the development of a NSWC PHO Digital Transformation Strategy. You will provide expert level technical and operational support and guidance to NSWC in matters relating to system engineering and integration on the digital transformation process. You will identify, integrate and implement technical capabilities, tools, schema, standards, best practices, and training requirements necessary to meet DoD mission objectives, emerging issues, and future needs. You will Implement data transformation quality management best practices. You will provide guidance to information technology project managers and stakeholders so that systems development efforts are properly aligned with program/business requirements. You will provide coordination/standardization across NSWC PHD's Digital Transformation Ecosystem. You will lead and oversee PHD's digital engineering strategy development and policy formulation for data, analytics, and Al. You will represent NSWC PHO to work to break down barriers to data and digital engineering adoption within appropriate DON/NAVSEA institutional processes. You will create enabling digital infrastructure and services that support NSWC PHD's development and deployment of digital ecosystem to enable digital-enabled engineering solutions. You will selectively scale proven digital and Al-enabled solutions for Technical Programmatic and Business use cases. You will surge digital engineering services for rapid response to crises and emergent challenges. You will provide advice to the Technical Director, Deputy Technical Director, and other senior leaders on the safe, effective, trustworthy development and use of digital engineering capabilities. You will institute governance and oversight processes to achieve compliance with relevant statues, regulations, and guidance and to enable responsible use of data and Al within the NSWC PHD. You will develop, as appropriate, digital engineering-enabling NSWC PHO enterprise infrastructure, workforce development measures, policy, and other resources to promote Al innovation, in a safe, effective, and responsible manner. You will engage with agency senior officials and Programs to understand organizational perspectives and recommend how Al can help execute key organizational objectives with greater efficiency, effectiveness and with improved user experience. You will maintain awareness of all agency data and Al activities, including use cases, while providing guidance and input on these activities to ensure that NSWC PHO is effectively to advance NSWC PHD's digital engineering priorities. You will advise and coordinate on how Al could and should be used to advance In-Service Engineering Agent (ISEA) functions ensuring activities involving Al are well-coordinated, and adhere to relevant statues, regulations, and guidance.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, ND-04 (GS-12/13 equivalency), in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: As a professional engineer providing technical guidance and coordination, oversee policy formulation, infrastructure creation, and digital transformation initiatives to integrate technologies and enhance operational capabilities for the optimization of digital and AI (Artificial Intelligence) development strategies. Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

OR

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
