This position is part of the Interior Business Center (IBC), Human Resources Directorate (HRD), IBC HRD Personnel and Payroll Systems Division. The incumbent will be responsible for performing research, analysis, functional testing, and documentation for subjects such as: time and attendance, leave, pay updates, and pay calculations.
Duties
Contribute to the Federal Personnel Payroll System (FPPS) and its external systems implementation planning for payroll and leave; financial and OPM reporting; W-2 and Affordable Care Act (ACA).
Analyze existing FPPS functionality to determine system capabilities and shortcomings.
Provide guidance and instruction both Internal and External Stakeholders to address diverse, issues that frequently cross multiple functional areas.
Assess potential solutions to find risks, costs, benefits, and other factors so that customers can make informed decisions that best support their mission and business goals.
Create comprehensive system functionality test plans while revising and improving existing test plans on a regular basis.
Conduct system testing using testing methods that include but are not limited to: Sunny Day, Regression, End-to-End, User Acceptance, Quality Assurance, 508 Compliant, and End User Functionality testing.
Update and develop comprehensive documentation related to but not limited to: FPPS function points, Client Business Processes, Required Data Entry, and Reporting Requirements.
Operate as a System Analyst outlining and communicating requirements and system limitations for customer projects.
Utilize a structured process for gathering, analyzing, documenting, and managing change that transforms customer business operations over time to translate business requirements into functional requirements.
Qualifications
At the GS-11 level, you must meet one of the following qualifications:
One year of specialized experience equivalent to at least the GS-09 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes but is not limited: to knowledge of Federal and/or State government payroll and leave regulations; experience conducting analysis and/or testing of an automated system, including but not limited to changing laws, regulations, client policies, and resource constraints; identifying the capabilities of an automated system related to existing system needs and deficiencies and making recommendations for modifications in an automated system; OR
A Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher-level graduate education leading to such a degree; or LL.M., if related in one of the following fields: Business Information Systems, Management Science, Information Technology, Analytics, Business Management, Accounting, Finance or other filed directly related to the work of this position. A Combination of education and experience as list above.
At the GS-12 level, you must meet the following qualification:
One year of specialized experience equivalent to at least the GS-11 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes but is not limited to: in-depth knowledge of Federal and/or State government payroll and leave regulations; experience conducting analysis and/or testing of an automated system, including but not limited to changing laws, regulations, client policies, and resource constraints; making recommendations for modifications in an automated system; proposing, developing, and documenting functional requirements for analysis and/or testing and implementation in order to monitor, review, and evaluate system changes; and aiding in the development and implementation of standardized policies and procedures.
