Duties

Responsible for managing the professional, technical, and administrative work of the organizational entity. Responsible for planning, defining, programming, and executing the development and initial production of SIGINT capabilities covering a wide range of technologies across Ground, Aerial, and Near Space sensor systems. Process as well as integration of National Technical Means (NTM) capabilities into the Army Intelligence Enterprise systems. Responsible for planning, defining, programming, and executing the development of new concepts and standards for Modular Open Architectures and coordinating engineering expertise. Provide support of the MOSA Management Office (MMO), the Open Innovation Laboratory (OIL), and the SOSA consortium. Responsible for coordinating, planning, defining, and executing the C5ISR Center’s Military Intelligence Program (MIP) and Tactical SIGINT Technology (TST) efforts. Including programs coordinated across the C5ISR Center, Program Executive Office Intelligence, Electronic Warfare and Sensors, our Joint-Force partners and the Intelligence Community. Oversees technical development and provides management support and mentoring to Project Leaders in the research and development of INTEL and SIGINT capabilities in support of Project Managers and the Warfighter. Make administrative, managerial, and technical decisions associated with the establishment and support of existing and emerging programs. Ensure continued strengthening of existing customer relationships and seeks out new business opportunities based on in depth knowledge of customer and warfighter requirements and emerging threats within the INTEL and SIGINT domain. As a first level supervisor, directs the work of professional, technician and administrative staff. Oversees projects and programs, developing plans that meet the goals of the organization, making decisions on work problems and administrative proposals. Coordinate with others within and outside the organization on program accomplishment and collaborative efforts. Assign work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Interview candidates for positions, and recommends selections, promotions, and reassignments. Recommend entrance salary ranges, pay for performance adjustments, awards, and bonuses to higher-level supervisors. Develop employee performance objectives and evaluates performance. Hear and resolve employee complaints referring the more serious complains to a higher-level superior. Initiate minor disciplinary measures, such as warnings and reprimands, recommending other action in more serious cases. Maintain effective working relationships with employee unions and supports EEO and affirmative action goals.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• This position is covered by the Alcohol and Drug Abuse Prevention and Control Program. The incumbent must pass urinalysis testing, as required prior to appointment and periodically thereafter.

Qualifications

This position is being filled under the Direct Hire Authority (DHA) Bachelors Degrees for Scientific and Engineering Positions (STRLs) authorized by 85 FR 78829 dtd 12/07/2020. In addition to meeting the basic requirement, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience equivalent to the next lower grade or band is required. It is defined as one year of specialized experience equivalent to the DB-03 pay band (GS-13 level) in the Federal Service which includes: 1) Experience applying engineering concepts and providing technical advice in the development of collection techniques, signal processing and/or exploitation of Signals Intelligence/Electronic Intelligence products; 2) Experience working on projects that involves the development or testing of Radio Frequency Sensors/Receivers or the signal and data processing of Radio Frequency Sensors/receivers 3) Experience in concept of operations utilizing SIGINT/ELINT and/or Electronic Warfare; and 4) Experience maintaining customer relations with internal and external stakeholders. Basic Requirement for Engineering 800: A. Degree: Bachelor's degree (or higher degree) in engineering. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher degree) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); OR (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR B. Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:1. Professional registration or licensure - Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Basic Requirement for Chemist 1320: A. Degree: Bachelor's degree (or higher degree) in the physical sciences, life sciences, or engineering that included 30 semester hours in chemistry, supplemented by course work in mathematics through differential and integral calculus, and at least 6 semester hours of physics. OR B. Combination of Education and Experience: Course work equivalent to a major in the physical sciences, life sciences, or engineering, including at least 30 semester hours in chemistry, supplemented by mathematics through differential and integral calculus, and at least 6 semester hours of physics, plus appropriate experience or additional education. Basic Requirement for Computer Scientist 1550: Degree: Bachelor's degree (or higher degree) in computer science or bachelor's degree (or higher degree) with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. Basic Requirement for Mathematician 1520 : A. Degree: Bachelor's degree (or higher degree) in mathematics; or a degree with the equivalent of a major that included at least 24 semester hours in mathematics. The total course work must have included differential and integral calculus and, in addition, four advanced mathematics courses requiring calculus or equivalent mathematics courses as a prerequisite. OR B. Combination of Education and Experience: Courses equivalent to a major in mathematics (including at least 24 semester hours in mathematics), as shown in A above, plus appropriate experience or additional education. The total course work must have included differential and integral calculus and, in addition, four advanced mathematics courses requiring calculus or equivalent mathematics courses as a prerequisite. Education

Basic Requirement for Physical Scientist 1301:

A. Degree: Bachelor's degree (or higher degree) in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

B. Combination of Education and Experience: Courses equivalent to one of the majors, as shown in A above, that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
