The primary purpose of this position is to serve as Congressional Engagement Strategist who is responsible for developing Air Force level congressional engagement strategy to achieve congressional engagement metrics in support of the SECAF and CSAF lines of effort.

Duties

Serves as strategic analyst charged with synthesizing congressional research data to derive an optimal, comprehensive Air Force congressional engagement strategy. The incumbent is expected to comprehend, assess, and explain Congressional dynamics and Member of Congress prioritization influences and leverage that understanding for the advancement of Air Force strategic interests. Develops and maintains a continuous liaison with other Headquarters Air Force, Office of the Secretary of Defense, Joint Staff, other Services, Federally-Funded Research and Development Centers, think tanks, associations, academic institutions, Congressional Research Service, Congressional Members and Congressional staff members to ensure informed decision-making by senior Air Force leadership. Provides well-crafted documentation to support various strategy and /or process-oriented concepts and issues. Develops and maintains processes and methods for knowledge management and continuity.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the Congress' roles, responsibilities to provide funding, and oversight to the Department of Defense. Knowledge of the organization and operations of Defense Oversight Committees, Member offices and Congressional leadership. Basic understanding of the legislative processes and procedures (i.e. how a bill becomes a law). Incumbent's acquisition of this knowledge must have been acquired through direct engagement and interaction with Congress in an official capacity or by working for Members of Congress, Congressional Committees, or related staffs. Skill in verbal communication and personal interactions to ensure that responses to inquiries are organized, clear and concise; that tone is appropriate; and that tact and diplomacy are displayed. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Comprehensive knowledge of a wide range of qualitative and quantitative methods for the development, assessment and improvement strategy and plans for congressional engagement. Ability to analyze facts, identify problems, report findings, make conclusions and recommend corrective or other appropriate action. 2. Demonstrated knowledge and application in strategic communication, including developing key message, message alignment, branding and/or communicate effectiveness measures. Ability to exercise insight, judgment, and diplomacy for establishing and maintaining effective relations between senior Air Force leadership and Congressional contacts. 3. General knowledge of a wide range of research methods, tools and sources to support the development, assessment and improvement of critical organization strategy and plans for congressional engagement. Comprehensive knowledge of congressional legislative process and congressional legislative research tools, tracking systems and processes. 4. Excellent written and oral communications skills are required due to the high visibility and sensitive work accomplished by this office. Ability to synthesize information and present findings in a logical sequence. 5. General knowledge of congressional procedures and associated committee structure for authorizing the defense budget. 6. Skill in strategy development, analysis and problem solving. Ability to organize and coordinate multiple tasks and assure timely completion. Ability to collaborate effectively across organizations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
