This position is in the immediate Office of Administration, Office of Talent and Organizational Development (TOD) and works under the general supervision of the Deputy Chief Learning Officer. The team is responsible for the development and implementation of administration-wide leadership and employee development curriculum, policies and programs for the FTA headquarters office and 10 regional offices throughout the United States.

Qualifications
To meet the minimum qualifications for this position, you must meet the specialized experience requirements.To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include:
Experience with talent development programs, conducting needs assessments, evaluating developmental programs; analyzing assessment data, and writing reports, AND
Experience with program management principles and practices related to planning, organizing, controlling, and informational resources to achieve organizational goals, AND
Experience with instructional design, implementing and managing a talent development program.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Employee Development - Knowledge of employee development concepts, principles, and practices related to planning, evaluating, and administering training, organizational development, and career development initiatives.
Learning - Uses efficient learning techniques to acquire and apply new knowledge and skills; uses training, feedback, or other opportunities for self-learning and development.
Education and Training - Knowledge of teaching, training, research, making presentations, lecturing, testing, and other instructional method.
