The incumbent of this position will serve as a Lead Budget Analyst with responsibilities for leading the work of a team of analysts assigned to all budget accounts of the Department of Labor.
This position is inside the bargaining unit.
Duties
Major duties include, but are not limited to:
Develops, plans, and implements program strategies that are critical to the development of Congressional and Presidential budget justification for the Department.
Leads and performs work in assigned budget areas to ensure the 1) adequacy of justification and appropriation language, 2) conformance to Departmental and Federal goals and objectives, 3) existence of statutory authority, 4) budgetary feasibility, and 5) economies and overall conformity to instructions and directions governing the development and submission of budget estimates.
Leads the development of budget requests, and submits requests to OMB and the Congress for necessary Departmental appropriations, supplements, reapportionments, deferrals, and curtailments.
Performs and leads budget execution duties for assigned accounts.
Develops and plans methods and techniques for analyzing and controlling the impact of financing new or substantially modified DOL programs, and prepares legislative proposals in support of substantive program changes.
Establishes timelines for completion of work and quality controls. employees in specific tasks and job techniques and make available written instructions, reference materials, and supplies.
Performs other duties as assigned.

Qualifications
You must meet the Basic Requirements listed in the Specialized Experience to qualify for Lead Budget Analyst, as described below.
For GS-15: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level GS-14 in the Federal Service.
Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
Qualifying specialized experience for Gs-15 includes:
Experience in apportionments, allotments, drawdowns, and MAX reporting involving the Unemployment Trust Fund.
Experience with budget formulation and execution based on unemployment projections.
Experience with budget execution of programs funded on both a fiscal year and program year basis.
Education
