Duties
Senior Operations Specialist responsible for planning and management oversight for future operations planning, budgeting, supply, human capital management, administrative actions.
Recruiting and retention for Fire and Emergency Services, Law Enforcement, Investigations, Public Safety Dispatching, Physical Security and Guard Services spanning Fort Belvoir and geographically separated locations within the region.
Conducts planning and oversight for operational and contingency activities for an installation Emergency Services Directorate servicing a large military community of more than 236,000.
Develops concepts supportable by the supervisor that meets the garrison objectives.
Develop long and short-range staffing plans to meet forecasted mission requirements.
Writes detailed policies and standard operating procedures supporting the operations.
Provides guidance on training new personnel.
Coaches and mentors team members in coordinating team initiatives and ensures all understand the team's role in the installation's strategic plan.
Manages Higher Headquarters taskings and projects. Tracks to completion.
Represents the Director of Emergency Services at senior forums.
Performs duties of alternate billing official for Government Purchase Card program compliance.
Conducts liaison to local, state, federal and military agencies on behalf of the Director of Emergency Services and Garrison Commander.

Specialized Experience For GS-12: One year of specialized experience which includes: (1) Analyzing policies and regulations to plan, manage and coordinate various programs such as Fire and Emergency Services, Law Enforcement, Investigations, Public Safety Dispatching, Physical Security and Guard Services; (2) Gathering, analyzing, and evaluating information sufficient to draw conclusions and recommend appropriate action and resolve complex issues; (3) Managing an Incident Operations Center (IOC) sufficient to develop plans for both daily and routine operations and during emergency operations and (4) Communicating orally and in writing in to prepare documents, memorandum and provide briefing. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
