About the Position: Monitor HSPD-12 implementation key milestones and dates and briefs senior staff on the Agency's progress. Maintain oversight of a Insider Threat Security database that is used exclusively for the processing of insider threat security related matters to include PIV processing.
Duties
Provide security guidance policy and expertise to command, headquarters and assigned/tenant units.
Provide authoritative information and assistance to senior leadership on insider threat security policies and related issues.
Manage all insider threat security areas including program access requests, clearances, badges, identification cards, etc.
Monitor and report, by type and nature, all incidents, including serious incident reports.
Process pre-employment and employment investigations.
Review adverse case developing supporting information, assist available evidence and recommends action to be taken.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent obtain the following core SPeD Certification: Security Fundamentals Professional Certification (SFPC) within their first two years of employment.
- Must be able to obtain and maintain a SECRET security clearance.
- This is as a Mission Essential (ME) position and is occupied by an agency designated Emergency employee. You will be expected to report to or remain at your worksite during dismissal or closure situations.
- This position is covered by the Alcohol and Drug Abuse Prevention and Control Program.
- The incumbent is required to sign a DA Form 5019-R (Condition of Employment for Certain Positions Identified as Critical Under the Drug Abuse Testing Program).
- Must pass urinalysis testing, as required prior to appointment and periodically thereafter.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. GS-11 Specialized Experience: One year of specialized experience which includes provide guidance to personnel on general security procedures and policies; maintain security programs to ensure compliance and effectiveness; monitor security requests and provide updates to senior leaders; and maintain insider threat security areas such as program access requests and clearances. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Security and Criminal Justice.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
Management may select at any of the grade levels announced. This recruitment provides promotion opportunity to the target grade of the position without further competition when selectee is eligible and recommended by management. Duties described reflect the full performance GS-12 level. If not selected at the full performance, duties will be performed in a developmental capacity under close supervision.
