This position serves as Program Analyst on the Program Management and Analytics Team within the Appeals Department, Veteran and Family Member
Programs (VFMP), Office of Integrated Veteran Care (IVC), Veterans Health Administration (VHA), Department of Veterans Affairs (VA).
Duties
Duties includes:
Responsible for the oversight, and development of efficient, and quality programs for Veterans Affairs beneficiaries.
Analyzing management information needs to develop program or administrative reporting systems including the systems specifications, data gathering and analytical techniques, and systems evaluation methodology.
Analyzes and evaluates (on a quantitative or qualitative basis) the effectiveness of data in meeting established organizational goals and objectives.
Identifies and analyzes data required for use in the management and direction of programs.
Serves as the primary point of contact between the Office of the Director and OI&T, identifying the needs of the department.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/23/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. For a GS-11 position you must have served 52 weeks at the GS-09 The grade may have been in any occupation but must have been held in the Federal service. GS -9 Specialized Experience :
Do you possess at least one (1) full year of specialized experience, which equips you with the knowledge, skills, and abilities to successfully perform the duties of the Program Analyst, GS-09 position, and that is typically in or related to the work of the position to be filled. To be creditable, this specialized experience must have been equivalent to the grade GS-7 level in Federal service to qualify at the grade GS-09.
Review analytical and evaluative techniques to the identification, consideration, and resolution of operational problems.
Develops theory and principles of project management techniques and principles.
Provides qualitative and quantitative analytical techniques, such as program analysis or trend analysis.
Conducts interviews with stakeholders to obtain information about organizational missions, functions, and procedures.
Participates in training geographically and organizationally diverse personnel.
GS-11 Specialized Experience:
Do you possess at least one (1) full year of specialized experience, which equips you with the knowledge, skills, and abilities to successfully perform the duties of the Program Analyst, GS-09 position, and that is typically in or related to the work of the position to be filled. To be creditable, this specialized experience must have been equivalent to the grade GS-9 level in Federal service to qualify at the grade GS-11.
Prepare and provide briefings and presentations on programs and issues of interest.
Write and review a full range of correspondence/information to be provided to a variety of audiences.
Provide technical assistance to program staff on how to respond to inquiries.
Compile workload metrics
Interpret reporting requirements contained in bills and enacted legislation.
Prepare complex reports.

Physical Requirements/Working Conditions: The work is primarily sedentary but occasionally requires carrying of light objects, walking,
standing and bending. No special physical qualifications are required.
