About the Position: This is a permanent position with Headquarters (HQs), US Army Corps of Engineers, Directorate of Resource Management located at the U.S. Government Accountability Office (GAO); 441 G. Street NW, Washington, D.C. 20314.
The Directorate of Resource Management provides valuable budget, business practices, finance & accounting, and manpower advice to commanders, staff, and customers.
This position will be filled on a PERMANENT basis.
Duties
Supervises a staff to support the Planning, Programming, Budgeting and Execution Systems (PPBES) branch.
Implements systems to integrate funding, manpower, and workload data to ensure consistency across organizational programs and with long-range planning objectives.
Analyzes organizational historical trend data regarding resource management, manpower, and budget to project future resources requirements.
Reviews work to ensure compliance to principles and practices of governmental budget administration, policies, and directives.
Develops recommendations to ensure adequacy of resources, funding, and manpower in support of organizational goals and operations.
Conducts studies of organizational operating programs regarding budget, finance, manpower resources to assist leadership with critical decision-making, strategic planning, and policy development.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Secret security clearance. This requires that a personnel security investigation be adjudicated on a per-appointment basis which may take up to 90 days or longer to process.
- THIS IS A FINANCIAL MANAGEMENT Level 3 Certified position. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program.
- One-year supervisory probationary period required. A one-year probationary period is required if the selectee has not previously met this requirement.

To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: Oversees complex analysis to integrate organizational budget, finance, and manpower resource plans and programs. Reviews allocations to ensure balance of resources across appropriations in all phases of programming and budgeting. Manages databases to store and extract information regarding historical workload, manpower, budget organization, and utilization data; utilize standard processes such as the Army Planning, Programming, Budgeting, and Execution system to plan organizational resource allocations.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
