The primary purpose of this position is to serve as a first level supervisor, providing planning directing, organizing, and exercising control over nonsupervisory employees assigned to Fire Alarm Communications Center, Fire Protection Flight, Mountain Home AFB, ID. Duties

Plans, organizes, and directs the activities of Fire Alarm Communications Center (FACC), ensuring that FACC complies with legal and regulatory requirements and meets customer needs. Exercises supervisory personnel management responsibilities Represents the Fire Protection Flight with a variety of installation and functional area organizations. Executes the FACC Logistics Program, ensures the Logistics Program complies with legal and regulatory requirements and meets customer needs.

  • Incumbent is required to work other than normal duty hours and/or Shift work may be required which may include overtime and/or irregular hours.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays
  • Incumbent is required to perform critical services regardless of weather conditions or base closure and report to the duty station at the regularly scheduled worktime
  • May be required to respond on off-duty time during a conflagration or stay over until an emergency has been terminated or until properly relieved by a qualified operator. Subject to telephone recall for emergency or exercise contingencies

  • Incumbent must be able to obtain Telecommunicator Level I and Il and Hazardous Materials Awareness Certification within 6 months of appointment
  • Certificate in first aid and cardiopulmonary resuscitation is required within 90 days of appointment
  • Incumbent must stay current with National Incident Management System (MMS)
  • Must participate in exercises by relaying accurate information. Must be resourceful and alert to adequately perform duties
  • Incumbent must obtain Hazardous Materials Awareness certification within 60 days of appointment
  • Incumbent must become Government Purchase Card qualified within 180 days of appointment
  • Requires wearing a prescribed uniform and maintaining a professional appearance
  • This position is not covered as a rigorous position under the federal Firefighter's Retirement System's special retirement
  • Incumbent is required to keep a current phone number/address on file for re-call purposes

Qualifications

Conditions of Employment Continued Below: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. The duties of this position meet all requirements as a category 4 designation and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and cannot become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,") This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. The work requires the employee to drive a motor vehicle. An appropriate, valid driver's license is required for the position. Must be able to obtain and maintain a Secret security clearance. This is a Term position NTE 13 Months ; the individual selected for this position may be extended without further competition. Current Federal civilian employees may apply for this position using "Reinstatement" eligibility and if selected, a break in service of at least 4 calendar days may be required prior to appointment to this position. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions, Dispatching Series 2151 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes Knowledge of Fire Protection Flight/Fire Alarm Communications Center policy and procedures to include assigned vehicles. firefighting equipment and communication devices. Knowledge of safety and regulations, practices, and procedures. Knowledge of Fire Protection Flight logistics requirements and IMPAC card holder responsibilities. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-08 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of Fire Protection Flight/Fire Alarm Communications Center policy and procedures to include assigned vehicles. firefighting equipment and communication devices. 2. Knowledge of safety and regulations, practices, and procedures. 3. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. 4. Ability to communicate effectively, both orally and in writing using a calm and stable demeanor while dealing with emergency situations. 5. Ability to understand, use and maintain directories, personnel lists and other guides and references. 6. Knowledge of Fire Protection Flight logistics requirements and IMPAC card holder responsibilities PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
