The primary purpose of this position is to provide emergency police, fire, and medical services to the public by answering emergency 911 calls and responding with appropriate personnel and equipment. Maintains an accurate status of all emergency response equipment and personnel to ensure prompt and accurate response. Duties

Provides emergency 911 call taking and dispatching services. Requires no specialist knowledge; some basic communication skills are required to perform the following duties. Performs Emergency Medical Dispatch (EMD) services to callers with medical emergencies. Maintain maps, checklists and charts, including automated programs. Maintains a current automated outage status file and ensures oncoming senior fire officials receive current outage reports. Operates and maintains telephones, automated data processing equipment, printers, recorders, facsimile equipment, and other devices installed in the dispatch center. Prepares and maintains reports and records relating to emergency responses.

  • Incumbent must maintain International Fire Service Accreditation Congress Certification as a Telecommunicator, Level II. Within 24 months of Entrance on Duty (EOD).
  • May be required to respond on off-duty time during a conflagration or stay over until an emergency has been terminated or until properly relieved by a qualified dispatcher.
  • Incumbent is required to work on alternate work schedule, which requires an uncommon tour of duty (including weekends and holidays).
  • May occasionally be required to work other than normal duty hours and/or Shift work may be required which may include overtime and/or irregular hours.

  • Must participate in exercises by relaying accurate information and follow appropriate checklist. Must be resourceful and alert to adequately perform duties.

  • This position is designated as a key position In Accordance With (IAW) Air Force Instruction (AFI) 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. (cont'd)

Qualifications

Continued Condition of Employment This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, Department of Defense Instruction (DoDI) 3020-42, Defense Continuity Programs. Must be able to obtain and maintain a Secret Security Clearance. This is a Term position NTE 13 Months; the individual selected for this position may be extended without further competition. Current Federal civilian employees may apply for this position using "Reinstatement" eligibility and if selected, a break in service of at least 3 calendar days may be required prior to appointment to this position. In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Clerical and Administrative Support Positions for General for Dispatching Series, 2151. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes basic knowledge of fire operations and safety precautions sufficient to (1) perform dispatch coordination functions with varying internal procedures, (2) develop information for special reports and briefings, (3) develop alternative strategies when competing units are requesting resources in short supply (i.e., ambulances, ladder trucks, fire engines, command vehicles, medics, security personnel, search and rescue teams, etc.) Knowledge of standard logistical and administrative procedures, guidelines, Incident Command System (ICS) terminology, methods and procedures, and safety requirements used in the dispatch of personnel, equipment and supplies to support the needs of requesting units. Knowledge of emergency dispatch procedures for trapped, injured, or lost firefighters conducting hazardous operations. Must be able to clear radio traffic, aid Incident Commander in determining firefighter's location, status and remaining self-contained breathing apparatus air levels. Knowledge of the capabilities and limitations for a variety of suppression resources in order to determine the appropriate resource for a specific mission. Knowledge of the use of maps and their interpretation to gather background data for reports and briefings, and to train others in the use of maps for logistics work. Basic knowledge of prehospital medical terminology in order to provide clear and concise patient symptoms and status to responding emergency medical services. Knowledge of hazardous materials sufficient to provide logistical support to fire management operations. Knowledge of computer programs and outputs in order to apply information to dispatch procedures and functions. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-06 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of communications operations to include a basic knowledge of trunked radio operations, and patching radio frequencies. Knowledge of basic computer operations to include word processing, retrieval, and input of data. A qualified typist is not required. Knowledge of location and availability of vehicle fleet, the type of apparatus and equipment needed for the emergency at hand. And a basic knowledge of firefighting techniques and terminology. Ability to effectively communicate both orally and in writing using a calm and stable demeanor while dealing with emergency situations. Ability to work independently without immediate supervision. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
