This vacancy is for a Program Analyst in the Bureau of Industry and Security, Office of the Chief Financial Officer and Director of Administration within the Department of Commerce.
Duties
As a Program Analyst, you will perform the following duties:
Review, analyze, and interpret existing and proposed legislation, appropriation language, executive orders, and Office of Management and Budget (OMB) circulars and bulletins.
Provide assistance in monitoring the Congressional budget review process by reviewing, analyzing, and interpreting authorization, appropriation, and conference committee reports. Prepare Congressional budget review tracking reports for internal Bureau of Industry and Security (BIS) offices.
Provide expert advice and recommendations for budgetary actions.
Recommend alternatives and funding when necessary and appropriate courses of action regarding budgetary requirements.
Assist in developing and preparing testimony and a variety of documents for use by the agency in testifying before Congressional appropriation committees; assimilate data and prepare tables for use in the budget formulation process and enter this information into OMB's master budget database, MAX; and respond to requests pertaining to budget formulation.
Provide liaison between OMB staff and bureau budget offices.
These duties are described at the GS-12 full performance level; the GS-9 and GS-11 are developmental levels leading to such performance.

Qualifications

Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
To qualify at the GS-9 level:
SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-07 in the Federal service. Specialized experience is defined as experience in at least two of the following:
Researching guidance on organization's budget processes and its associated cycles;
Assisting with the use of funds for a program and for administrative purposes;
Reviewing data and budget reports, such as obligation and expenditure rates, identifying trends, and/or providing decision support analysis.
OR
SUBSTITUTION OF EDUCATION: a master's or equivalent graduate degree or two (2) full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.
OR
COMBINATION OF EDUCATION AND EXPERIENCE: a combination of the required experience and education for this grade level.
To qualify at the GS-11 level:
SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-09 in the Federal service. Specialized experience is defined as experience in at least three of the following:
Providing advice and guidance on organization's budget processes and its associated cycles;
Interpreting regulations and advising on the use of funds for a program and for administrative purposes;
Reviewing and providing technical advice for the budget submissions and financial data, such as obligation and expenditure rates, providing decision support and analysis to support the budget;
Working with various stakeholders on the determination of the funding requirements.
OR
SUBSTITUTION OF EDUCATION: a Ph.D. or equivalent doctoral degree or three (3) full years of progressively higher-level graduate education leading to such a degree, or LL.M, if related;
OR
COMBINATION OF EDUCATION AND EXPERIENCE: a combination of the required experience and education for this grade level.
To qualify at the GS-12 level:
SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-11 in the Federal service. Specialized experience is defined as experience in at least three of the following:
Providing advice and guidance on organization's budget processes and its associated cycles;
Interpreting regulations, advising on and coordinating multiple programs on the use of funds for a program and for administrative purposes;
Analyzing and providing technical advice for the budget submissions and financial data, such as obligation and expenditure rates, providing decision support and analysis to support the budget;
Collaborating with various stakeholders on the determination of the funding requirements.
