The incumbent of this position is an IT Specialist (Policy and Planning) in the Program Management Office (PMO), Test and Evaluation(TE) for the Department of Veterans Affairs (VA) Electronic Health Record Modernization Integration Office (EHRM-IO), within the Office of the Deputy Secretary of VA (DEPSECVA).
Duties
Major Duties
Works closely and in collaboration with EHRM IO Directorates and OIT program and project managers to determine the need for testing services engagement by EHRM IO Integrated Testing.
Serves as a program/project manager on test and evaluation projects and as interagency subject matter expert for IT test and evaluation programs/projects whose scope includes technical or functional test environments or test services. Serves as co-manager with DHMSM DTE project manager for joint VA/DoD IT test projects.
Engages and collaborates with OEHRM and OIT offices, program and project managers, vendors, contractors, and others to coordinate project work and provide guidance and status of the projects, including those projects that are executing recommended testing services.
Manages an integrated schedule of work for each assigned program/project that allows for testing of multiple simultaneous complex software suites or covers the design, engineering, and implementation of the test environments required for simultaneous testing of complex software suites.
Manages risk and issues under the VA and EHRM-IO Risk and Issue Management Framework and develops detailed risk and issue resolution or mitigation plans.
Manage the coordination of all assigned EHRM-IO mission-related IT system solution goals and facilitate adjustments as appropriate.
Work Schedule: Monday-Friday 8:00 am-4:00 pm.

The Selective Placement Factor for this position is Experience in defining, planning, and executing IT programs and projects to apply business process methods sufficient to test and implement information systems applications, manage multiple stakeholders, and ability to identify/resolve problems.
For GS-14: Do you possess one year of specialized experience to at least the GS-13 level? The Specialized Experience for this position is: demonstrated knowledge and experience in IT Program Management and leadership providing leadership and program management oversight of multiple IT projects, integrating dependent schedules and deliverables, and executing budget and acquisition processes. Ability to apply risk management processes to identify and mitigate risks and issues across the IT Program portfolios; In addition, to connecting inter-dependencies among stakeholders, identifying conflicting needs, and adjusting stakeholder strategies as appropriate to address areas of agreement and/or areas of conflict.
