As the Facility Lead Environmental Health Coordinator, the incumbent serves as the manager of VA's environmental health programs. These programs include Airborne Hazard and Open Burn Pit Registry, Agent Orange, Ionizing Radiation, Gulf War, Depleted Uranium, and Toxic Embedded Fragments registry programs for Veterans who were involved in military chemical warfare agent experiments, asbestos examination, program for referring combat Veterans to the War-Related Illness and Injury Study Centers.

Duties

As the Facility Lead Environmental Health Coordinator (EHC), this position serves as the primary contact for administrative, clinical, and clerical issues for the environmental health programs and is responsible for performing a variety of significant administrative, analytical, and technical functions, tasks, and special projects. Major duties include: - Ensure compliance with federal regulations and directives with respect to the environmental health programs. - Coordinates all EOH activities, including interviewing Veterans to determine eligibility, providing brief oral explanation of the purposes of each registry program and the examination process, scheduling registry appointments within the mandated 90 day time frame and exploring other options if the 90 day time frame cannot be met, scheduling other environmental health examinations, e.g. SHAD, asbestos, etc., referring Veterans to Veterans Benefits Administration (VBA) for filing claims for service connection, collecting both demographic and medical data for medical records and data entry into the Environmental Agents Service database, mailing follow-up letters to Veterans regarding their medical evaluations within the required time frame. - Participates in the monthly Office of Health Outcomes Military Exposures (HOME) nationwide EH Coordinator and Clinician quarterly telephone conference calls and the monthly VISN 21 calls to keep abreast of new developments and to report on the status. - Monitors compliance with time frame requirements for all EOH programs. - Writes facility policy memoranda for the environmental health programs. - Assists on issues related to long-range planning, recommends, and participates in developing strategies for implementing operational procedures. - Assists the HOME in VA Central Office in updating the web-based training tool for Environmental Health Coordinators when requested. - Keeps VA Staff informed of any policy or procedural changes to the environmental health programs. Work Schedule: M-F 0700-1530 Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/22/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Provides technical guidance on the VA's environmental health programs; Uses office equipment and computer experience to affect a variety of functions to meet the needs of the organization; Performs data collection and evaluation techniques to identify and extract information; Utilizes conflict management and resolution skills and to provide effective customer service being tactful and understanding; and Prepares oral and written reports to provide information and consultation with appropriate staff. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed two (2) years of progressively higher-level graduate education or masters or equivalent graduate degree or LL.B. or J.D., in a related field of the position to be filled. Education at the graduate level must have been obtained in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond one year of graduate school. You will be rated on the following Competencies for this position: CommunicationsCustomer ServiceProject Management Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work requires some physical exertion such as periods of walking, standing, or sitting within the assigned clinic areas. Some bending, climbing of stairs and lifting of medical records or forms/supplies is required. Work is typically performed in adequately lighted, climate controlled administrative office.
