Duties
This position is located in the Office of Human Resources, Workforce Employment Division, Patents. The position serves as a first level supervisor, planning, directing, organizing, and exercising control over nonsupervisory employees assigned to the Branch. Qualifications
You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. You must meet all eligibility and qualifications requirements by the closing date of the job announcement. Specialized Experienceis experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service.
For this position, the next lower grade level is a GS-13. Specialized experience for this position includes:
Experience supervising, managing or leading in an Federal Human Resources staffing (i.e. managing vacancies, classifying positions, assessing qualifications, sourcing resumes, etc.) operations environment (staff, workload and operations);
Experience planning, organizing, and being accountable for HR work projects;
Experience implementing change management practices for operational efficiency and effectiveness (designing quality improvements for HR processes, launching organizational-wide staffing and recruitment changes, etc.).
This position requires overseeing and monitoring a staff conducting Delegated Examining, i.e., examine applicants for competitive service positions that are open to all U.S. citizens including current federal employees. It is desired that the incumbent have or be able to obtain and maintain their Delegated Examining (DE) Certification. (Current DEU certificate must be submitted with application if currently certified).
