These positions are located within the Office of Human Resources, Patents Employment Workforce Divisions.

Qualifications
You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. Specialized Experienceis experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service.
GS-12
For this position, the next lower grade level is a GS-11. Specialized experience for this position includes:
Experience interpreting and applying human resources staffing and recruitment principles, practices, laws, and regulations in order to provide advisory services on recruitment and placement strategies;
Experience reviewing, coding and processing personnel actions;
Experience in organizational design, position management, restructuring, and pay/compensation integration; and
Experience participating on a project team involving HR operational process change and improvements.
GS-13
For this position, the next lower grade level is a GS-12. Specialized experience for this position includes:
Experience interpreting and applying human resources staffing and recruitment and classification principles, practices, laws, and regulations in order to provide advisory services on recruitment and placement strategies;
Experience serving as a subject matter expert providing advisory services in recruitment and placement and classification strategies;
Experience serving as a quality reviewer in coding and processing personnel actions; and
Experience in organizational design, position management, restructuring, and pay/compensation integration within an organization; and
Experience leading a project team involving HR operational process change and improvements.
It is desired that the incumbent have or be able to obtain and maintain their Delegated Examining (DE) Certification. (Current DEU certificate must be submitted with application if currently certified).
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Education may not be substituted at the GS-12 and GS-13 grade levels.
