You will serve as a PROGRAM ANALYST within IMMEDIATE OFC OF CHIEF OF NVL OPS.
Duties
You will develop NVY strategy and policy documents that are aligned with higher-level guidance and provide strategic alignment across OPNAV.
You will prepare oral and written communication for senior executives and flag officers to a wide a variety if audiences on complex issues.
You will prepare and review position papers and other necessary documents for discussions and negotiations between senior Navy officials and other counterparts.
You will establish staff plans and objectives and coordination of widespread government contractor community involvement.
Requirements

- Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- MSP/PPP applicants must currently hold the required security clearance.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.

Qualifications
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate performing duties such as the following;
Developing strategies for the Navy and the Naval Service (i.e., the Navy, Marine Corps and Coast Guard) as guided by the National Security Strategy (NSS), National Defense Strategy (NDS), and National Military Strategy (NMS).
Developing Navy's input to Department-wide and Joint assessments of strategic and military risk, to include the Annual Joint Assessment (AJA), Chairman's Risk Assessment (CRA), and NDS Implementation and other related documents and processes.
Analyzing complex strategy, policy, and program issues, and strategic and military risk; and assessing implications for the Navy of broad changes to the international environment, national strategy documents and defense programs.
Understanding of National, DoD, and interagency strategy and policy documents.
Analyzing the complex variables (e.g., geo-strategic, political, domestic, institutional, technological, and bureaucratic) that influence the effective development, interpretation, and implementation of Navy strategies, naval operational concepts, and U.S. strategies as well as national security policies.
