Duties

A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: National HQ Office of the Commissioner The following are the duties of this position at the full working level. Mastery of the operating division's/business unit's organization, its policies, principles, practices, and program objectives sufficient to develop long and short-term planning guidance, assess resource utilization, and make changes to current processes and procedures covering program goals and objectives. Expert knowledge of management theories, principles and techniques relating to financial management, interpersonal communications, and their interrelationships in order to develop and implement policies and procedures concerning administrative support activities; elicit cooperation and acceptance of recommendations and interpretations; and deal effectively with a spectrum of administrators, vendors, consultants, management, and support staff. Mastery of the organization sufficient to prepare agendas, presentation materials, retrieve and consolidate information from a variety of sources, prepare data and narrative reports, collect technical information from authorized sources, set up files and references, and select and/or obtain information required. Knowledge in general administrative procedures used to manage highly detailed information flow. Must be able to recognize systematic problems, collect appropriate information regarding the program or process, and take or recommend action based on interpretation of guidelines. Ability to plan, organize, draft/update agenda information, notebooks, and other printed material that will be used at strategic engagement official visits or workshops. Additionally, incumbent must be able to draft and compose proposals, agendas, informational handouts, and meeting/conference materials/deliverables, etc.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet all qualifications and eligibility requirements by the closing date 07/18/2024 of this announcement. SPECIALIZED EXPERIENCE GS-13: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes Experience with analytical and evaluative methods and administration of programs to participate in the assessment of program development, determine appropriate evaluation and measurement techniques, identify significant program or resource issues, and improve management processes and systems. Experience with operating divisions organization, policies, practices, and program objectives sufficient to participate in the development of guidance, assessment of resource utilization, and development and implementation of changes to current processes and procedures. Experience with financial management, this can be demonstrated by assignments where you prepared and maintained the financial plan involving all categories of expenditures and participated in the budget process involving financial review and analysis; Experience with Oral and written communication techniques to present plans and proposals convincingly, negotiate effectively, and reconcile conflicting interests and points of view; Experience with negotiation skills in order to reach agreement on changed work practices and objectives. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
