Program Analyst positions open in DOL, Bureau of Labor Statistics (BLS), Office of Technology and Survey Processing (OTSP), Division of Technology Measurement and Strategic Initiatives (DTMSI) provide support to BLS IT Capital Investment program. BLS measures labor market activity, working conditions, price changes, and productivity in the U.S. economy to support public and private decision making.
Duties
The BLS headquarters is currently located in Washington, D.C. but is in the process of relocating within the National Capital Area to the Suitland Federal Center in Suitland, Maryland. If selected for this position, your assigned duty station will be Washington, D.C with the option to telework from an approved telework site within the locality pay area of Washington, D.C./Baltimore/Arlington while future headquarters is being built. Upon completion of the new headquarters offices in Suitland, MD, you will be required to report onsite to the Suitland Federal Center for some portion of each pay period after receiving notification to do so.
This position serves as a Senior Program Analyst for BLS IT Capital Investment planning activities.As such, duties may include but are not limited to the following:
Developing and implementing IT Capital Investment policy related activities BLS-wide.
Ensuring appropriate coordination and compliance with Chief Information Officer (CIO) strategic operations and management plans, objectives, funding, and business strategies.
Performing IT Capital Investment planning activities including, but not limited to, Earned Value Management, E-governance, Enterprise Architecture, and CIO reporting activities.
Reviewing the preparation of IT Capital Investment planning artifacts including, but not limited to, Project Plans, Major IT Business Cases, and Risk Registers.
Requirements
- Must be at least 16 years old.
- Must be a U.S. Citizen.
- Candidate required to obtain the necessary security/investigation level.
- Requires a probationary period if the requirement has not been met.
Qualifications
Specialized Experience
Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, i.e. GS-12, in the federal service. Specialized experience is defined as the following:
Demonstrated experience performing IT capital planning and investment control (CPIC) processes. Examples of experience indicators at this level include performing resource requirements activities such as Evaluate/Control Review, Standard Investment Reporting, Operational Analysis, Enterprise Architecture, System Inventory, or Risk Mitigation.
Education
Education may not be substituted for experience at this level.
