You will serve as the Satellite Manager in the Tri-Command Beaufort Satellite Human Resources Office of U.S. Marine Corps.

Duties

You will advise Commanding General, Commanding Officer(s), managers and supervisors at serviced activities on Human Resources (HR) management issues. You will oversee the provision of all on-site Satellite Office HR Services, including Staffing, Position Classification advisory services, Labor/Employee Relations, Employee Development and HR automated information systems. You will function as the HR representative, providing on-site advice directly or through subordinate supervisors to Commanders, top management officials, supervisors and employees at all activities serviced by the Satellite Office. You will provide advice related to all phases of civilian HR administration, including laws, regulations and policies. You will assess the quality of HR services provided by subordinate staff of the Satellite Office. You will provide advice to serviced activities concerning proposed organizational, personnel and mission changes to determine the potential short and long-term impact on personnel needs. You will perform the full range of supervisory/managerial personnel management functions for both supervisory and non-supervisory personnel.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Executing, directing, or managing the delivery of civilian federal human resources (HR) services involving one or more of the following functions: staffing and recruitment, position classification, compensation, labor relations, employee relations, oversight of automated personnel information systems, or employee development; ensuring compliance with governing laws and regulations; developing, interpreting, or advising senior management on human resource policies and administration; or providing input for the strategic planning of human capital resources for an organization.
