You will serve as a HUMAN RESOURCES SPECIALIST (LABOR & EMPLOYEE RELATIONS) in the CIVILIAN HUMAN RESOURCES OFFICE-SOUTHEAST (CHRO-SE) TRI-COMMAND SATELLITE OFFICE in BEAUFORT, SOUTH CAROLINA.

Duties

You will apply labor and employee relations theories, concepts, practices, laws, rules, regulations, policies and procedures related to Federal employment law. You will advise and assist employees, managers and supervisors on grievance procedures and appropriate options for proper resolution of conflicts or problems. You will advise supervisors about techniques for using performance evaluation and disciplinary processes as a motivational tool to improve performance. You will provide advice and assistance to legal representatives of management in the technical aspects of personnel administration during formal hearings, grievances, and appeals. You will provide labor-relations support and advice on labor-manager partnership arrangements, general bargaining unit agreements, basic employee rights/privileges, principles of labor relations and appropriate representation. You will gather background information and prepare formal correspondence or e-mail on a range of disciplinary actions. You will provide advice and guidance on available services by the Civilian Employee Assistance Program (CEAP) and incentive awards programs.

Requirements

  • This position is eligible for part time, substantial or ad-hoc telework at the discretion of management.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Interpreting labor and employee relations policies; advising on labor and employee relations issues; analyzing investigation case files to present findings and provide recommendation on courses of actions. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
  • I have successful completion of a master's or equivalent graduate degree OR
  • I have successful completion of two full years of progressively higher level graduate education leading to a master's degree OR

  • I have a combination of experience and education as described above that equates to one year of experience. My percentage of the required education plus my percentage of the required experience equal one hundred percent.
