You will serve as a ADMINISTRATIVE/TECHNICAL SPECIALIST in the Major Acquisitions Branch (Code 0232) of the Contracts Department of NAVAL SURFACE WARFARE CTR CORONA DIV, Corona, California..

Duties

You will serve as a Procuring Contracting Officer with limited contracting officer authority. You will establish and maintain relationships with the contracts team, supervisors and customers to ensure quality of services, products and processes, and that customer needs are met. You will provide advanced planning, procurement analysis, pre-award contract services, post-award contract administration, and advisory services relating to contract principles, policies, and procedures, You will perform, and advise others, on cost reimbursement, fixed-price, indefinite-delivery, and incentive contracts, You will ensure all contract actions for Small Business Innovative Research (SBIR) Phase I, Phase II, and Phase III comply with requirements specifically for the SBIR program, You will continuously create an environment of learning and improving the organization through encouragement of innovation and personal growth, You will teach, motivate, and provide mentoring to improve the performance of employees, while seeking to remove barriers to change, You will assist in planning and recommending the assignment of work, and instructing and advising personnel in all matters pertaining to assigned procurements, You will advise technical representatives on anticipated procurement requirements and serve as an advisor on Integrated Procurement Teams, You will review procurement requests to assure clarity, adequacy, and completeness, performing cost/price analyses and cost realism, as well as best value trade-off decisions, You will coordinate and execute contract administration for a wide array of post-award contract actions, including contract modifications, unilateral/administrative, and bi-lateral actions, You will also coordinate and exercise contract options, funding actions, and no cost administrative changes to contracts, You will create, review and ensure contract files are complete and adequately documented in a timely manner.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the NT-04 (GS-11/12 equivalent) pay band in the Federal service or equivalent experience in the private or public sector as a professional contracting specialist advising on or leading the performance of procurement and contracting functions, administration or planning in support of requirement delivery for the customer. Education

Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:

A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.

NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
