This position is part of the Warfare Centers Personnel Demonstration Project. The NT-5 pay band encompasses positions equivalent to GS-13 and GS-14. You will serve as the Naval Surface Warfare Center Corona Division Deputy for Small Business.

Duties

You will plan, control and report Corona Division's activities in all matters relating to Small Business, Small Disadvantaged Business Utilization, Women Owned Small Business, Hub Zone Small Business and Veteran Owned Small Business. You will develop programs designed to stimulate significant Command and Technical Department interest in directing contracting work to small and minority businesses. You will locate capable small businesses and minority-owned sources for procurement, including participating in government-industry conferences/fairs to assist small/minority businesses. You will ensure small business and minority-owned concerns receive adequate consideration in procurement solicitations. You will initiate set-aside actions whenever possible and review procurement programs for possible breakout of items suitable for procurement from small/minority businesses. You will lead evaluation of tenacity, perseverance, and integrity of prospective small business and minority owned contractors as well as lead the evaluation of prime contractor's small/minority business and subcontracting programs. You will provide administration for the Warfare Center Small Business Website Tool. You will provide an ombudsman role for Seaport-e and all of Corona's Contracts. You will serve as the Corona Division Competition Advocate and plan, control, and report NSWC Corona activities in all matters relating to NSWC Corona's Competition Advocacy Program. You will develop programs designed to stimulate significant Command and Technical Department interest in competition in contracting. You will assist prospective contractors in obtaining information on proposed procurements for strategic planning purposes. You will provide a leadership role in the review and evaluation of statements of work and request for proposals. You will ensure any barriers to full and open competition are eliminated. You will promote early involvement of the requiring activity and program manager in advance planning for competition and in identifying businesses which may be able to meet Corona's requirements. You will act as the approval authority for the written justification of contracts expected to be awarded using other than full and open competition procedures if the amount of the contract exceeds $550,000 but less than $11,500,000 in value. You will review and recommend approval to higher authority those contracts above $11,500,000 in value.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final Secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to obtain and maintain warrant authority above the small purchase threshold.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the NT-4 pay band (GS-11 and GS-12 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying a wide range of professional contracting methods to review procurement requirements and instruments to satisfy small and disadvantaged business program objectives. Examples of qualifying experience may include (1) knowledge of and experience with an organization's Small Business Programs; (2) knowledge of statutory authority of Small Business Programs; (3) knowledge of and experience with Cost Plus Fixed Fee (CPFF), Cost Plus Incentive Fee (CPIF), Cost Plus Award Fee (CPAF), Firm Fixed Price (FFP), Cost-Reimbursement, Indefinite Delivery/Indefinite Quantity, Time and Materials, Small Business Innovation Research (SBIR) and Fixed Price Incentive (FPI) contracts; (4) knowledge of and experience in the review and evaluation of statements of work and requests for proposals. Education

Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:

A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.

NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
