You will serve as an ADMINISTRATIVE/TECHNICAL SPECIALIST in the Contracts and Acquisition Department of NAVAL SURFACE WARFARE CTR CORONA DIV.
The salary range shown above represents all of the positions within the band, including high grade positions. This is not a high grade position; therefore, the salary may be limited to a GS-13 Step 10 (currently $156,323).
Duties
You will establish and maintain relationships with the contracts team, supervisors, and customers to ensure quality of services, products, and processes, and that the needs of the customer are met.
You will help to create an environment of learning and improvement within the organization through the encouragement of innovation and personal growth.
You will teach, motivate, and provide mentoring to improve the performance of employees, while seeking to remove barriers to change.
You will mentor junior employees in all procurement areas.
You will understand the application of procurement regulations and procedures.
You will implement and interpret policies and procedures relative to all procurements and to all negotiated and formally advertised contracts.
You will Initiate, administer, and terminate contracts.
You will participate in planning for procurements with internal and external customers.
You will participate in the determination of the extent of which program requirements can best be accomplished
You will recommend changes in programs, where such changes may result in overall economics in the cost of procurement.
You will assist in planning and recommending the assignment of work and instructing and advising his/her personnel in all matters pertaining to assigned procurements.
You will provide procurement analysis, post-award contract administration, and advisory services relating to contract principles, policies, and procedures.
You will receive/evaluate offers with complex technical proposals and/or multiple pricing schemes; perform cost/price analyses and best value trade-off decisions.
You will be responsible for contract administration of post-award actions including contract modifications, unilateral/administrative, and bi-lateral actions, exercising contract options, funding actions, and no cost admin changes to contracts.
You will monitor contract performance to ensure compliance and respond to issues that arise on funding, delivery, contract changes, payment, performance, government property, policy, contractual language, and conferring with personnel.
You will ensure that contract files are complete and adequately documented.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, NT-04 (GS-11/12 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Managing contract administration and relationships with stakeholders to ensure compliance with procurement regulations, mentoring employees, and fostering a learning environment to meet customer needs for the organizational improvement of contract management and process enhancement.

Education
Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:
A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
