The primary purpose of this position is to perform duties in support of military and civilian personnel data systems for Headquarters Air Force Reserve Command, NAFs, and MPFs.

Duties

Duty 1: To perform duties in support of military and civilian personnel data systems for Headquarters Air Force Reserve Command, NAFs, and MPFs. Duty 2:Participates in the design, development, and maintenance of software applications. Duty 3:Participates in discussions and meetings, providing advice and technical assistance within the parameters of assigned areas of responsibility. Duty 4: Performs duties in designing and developing AFRC unique requirements, including testing, creation of documentation, and technical status reviews.

  • This position meets the administrative exemption criteria for the Fair Labor Standards Act (5 CFR 551.206)
  • Must be able to obtain and maintain the appropriate security clearance.
  • The work is primarily sedentary, although some physical effort or exertion may be required in the performance of duties. There may be some episodes of light lifting or prolonged periods of standing
  • The work area is adequately lighted, heated, and ventilated. The work environment involves everyday risks or discomforts that require normal safety precautions.

Qualifications

Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes performing duties using knowledge of the principles, concepts, and theories of military and civilian personnel and the standard practices, methods, and techniques of the occupation sufficient to perform difficult, but well-precedented assignments; skill in applying the principles, concepts, and practices of the occupation sufficient to perform moderately difficult assignments in personnel/manpower career fields; ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions; skill in fact-finding, problem analysis, problem resolutions, and development of concrete action plans to solve problems; and ability to plan and organize management programs and functions of an organization. OR EDUCATION: master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Human Resources OR COMBINATION OF EXPERIENCE AND EDUCATIONFEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Thorough knowledge of military personnel and retrieval systems in subordinate units, MPFs, NAFs, HQ AFRC, HQ USAF/REP, HQ ARPC, and HQ AFPC. 2. Knowledge of AFRC unique personnel data items maintained in the PDS and knowledge of other AFRC unique data reporting systems i.e. Point Credit Accounting and Reporting System, Air Reserve Orders Writing System (AROWS-R), etc. 3. Knowledge of computer and network hardware functions, software operation and function, and knowledge of standard commercial off the shelf software database tools such as MS Access. 4. Knowledge of all AFRC personnel functions to determine information required and provide products which are adequate for personnel planning purposes. 5. Skill in analyzing personnel systems products, deficiencies, and trends. 6. Ability to communicate orally and in writing to prepare recurring and special reports, correspondence, and other written materials, to converse with functional managers and other personnel analysts at all levels throughout the Active, Guard, and Reserve forces and to conduct training classes. 7. Knowledge of automated civilian and military personnel systems principles, procedures, and operations. 8. Knowledge of basic HRM concepts, practices, and procedures. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
