The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to HQ AFRC/A1CE. To effectively manage and direct command labor management relations; employee relations and benefits; and civilian personnel evaluations and inspections.
Duties
DUTY 1:
Plans, organizes, and directs the activities of HQ AFRC/A1CE, ensuring that labor management relations, employee relations and benefits management programs comply with legal and regulatory requirements and meets customer needs.
DUTY 2:
Exercises supervisory personnel management responsibilities.
DUTY 3:
Represents HQ AFRC/A1CE in negotiations and discussions with lateral commands, USAF, other agencies and OPM as well as HQ AFRC organizations.
DUTY 4:
Provides labor relations, employee relations management for Air Force Reserve Command, ensuring effective operation and maintenance of these command programs.
DUTY 5:
Provides staff assistance and evaluation assessments of AFRC field civilian personnel offices.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a wide range of employee relations concepts, case law, principles, practices, and regulatory requirements sufficient to perform detailed analyses; draw conclusions on complex legal issues, problems, and situations; and advise senior managers regarding corrective techniques in response to a wide range of conduct and performance problems. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Comprehensive knowledge of and skill in applying the full range of labor management relations, employee relations and human resources management concepts, laws, policies, principles, techniques and practices.
2. Knowledge of safety and security regulations, practices, and procedures.
3. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.
4. Ability to communicate effectively, both orally and in writing.
5. Ability to gain cooperation from others through tact, courtesy, and diplomacy.
6. Knowledge of the relationships of the various personnel disciplines.
7. Knowledge of the AFRC structure, missions and organizational relationships.
8. Knowledge of and skill in applying the methods and techniques of fact-finding, analysis, and evaluation to complex problems.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
