This position is located in the Department of Housing and Urban Development, Asst Secretary for Housing-Federal Housing Commissioner.

Duties

As a/an Program Analyst, you will: Conduct analysis of regulatory and statutory proposals, initiatives, and multifamily housing program proposals submitted for review by outside parties, including use of analytical models to estimate program impacts, and evaluation of projects and initiatives based on sophisticated analytical processes. In coordination with Offices throughout the Department (such as the Office of Policy Development and Research) recommend and develop research programs and strategies to assess program effectiveness; prepares policy proposals that are based on the results of those evaluations. Analyze program and policy options in the field of Multifamily in coordination with MF program offices; develop option papers for use in making policy decisions. Such option papers are designed to outline the pros and cons of a series of recommended approaches to resolving an issue, and may include narrative justifications, historical perspective, financial and or economic impact, and a recommended or most favored approach.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement. For the GS-13, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: - Conducting trend analysis of business processes; AND - Negotiating and coordinating efforts with local or federal officials; AND - Applying problem solving methods, trend analysis, and analytical techniques related to program deficiencies; AND - Presenting findings and recommendations, both orally and in writing. For the GS-12: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal Service. Specialized experience for this position includes: - Using spreadsheet or database systems to manage and analyze information.; AND - Collecting and researching data for studies and preparing reports. For the GS-11: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal Service. Specialized experience for this position includes: - Using spreadsheet or database systems to manage and analyze information.; AND - Assembling and analyzing facts to draw conclusions. OR EDUCATION: Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree OR LL.M., if related OR COMBINATION: You may qualify on a combination of education and experience. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of 36 semester hours (54 quarter hours), may be used to combine education and experience. Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resume. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-13 you must have been at the GS-12 level for 52 weeks. For the GS-12 you must have been at the GS-11 level for 52 weeks. For the GS-11 you must have been at the GS-9 level for 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
