You will serve as a Financial Management Analyst in the Naval Service Training Command, Comptroller Department, Travel Branch of NSTC GREAT LAKES.
Duties
You will use a travel management system (e.g., Defense Travel System or similar system) to prepare travel for personnel in compliance with Joint Travel Regulations (JTR) policies and procedures.
You will be responsible for in/out-processing of assigned personnel for the Government Travel Card Program and serve as the Agency Program Coordinator (APC) for the Government Travel Charge Card.
You will ensure travel cost estimates are within funding allocations and approve travel authorizations and vouchers in the Defense Travel System.
You will perform the duties as Lead Defense Travel Administrator (LDTA) for the Defense Travel System.
Requirements

- Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This is a Financial Management Level I certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
FOR THE GS-09:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Processing travel claims and performing audits for appropriate authorization and/or approval in accordance with established procedures; 2) Applying knowledge of financial management regulations, practices, procedure, and policies to technical work performed in support of government travel; 3) Reviewing travel cost estimates are within funding allocations; 4) Identifying and resolving complex financial, budget or accounting discrepancies through research and review; 5) Providing timely and efficient customer service to include training or helping others in using automated systems; 6) Performing financial management actions within Central Billing Accounts (CBA) such as payments, certifying invoices for payment, perform audits.
FOR THE GS-07:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Performing, advising, and providing day-to-day actions to ensure travel processes are focused on customer service, budget, cost estimates and expenditures; 2) Processing, certifying and approving vouchers and invoices to include reconciling travel expenses; 3) Providing guidance and assistance to users, travelers, approving officials with travel matters and various systems; and 4) Applying and adhering to the policies and procedures applicable to financial management operations.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
GS-09:
Have successfully completed a master's or equivalent graduate degree.
OR
Have completed two full years of progressively higher-level graduate education leading to a master's degree.
OR
Have a LL.B. or J.D. that is related to the position being filled.
GS-07:
Have 1 full year of graduate level education.
OR
Have completed a bachelor's degree with superior academic achievement.
