You will serve as a FINANCIAL MANAGEMENT ANALYST for NSTC GREAT LAKES.
Salary Range GS-11: $80,994-$105,289
Salary Range GS-09: $66,942-$87,024
Duties
You will review, analyze, and reconcile accounting data to ensure accuracy and consistency of account balances.
You will review, determine compliance, develop and formulate travel budget and cost estimates.
You will accurately and promptly reconcile debit, credit and refund transactions of lodging charges for approved travel.
You will initiate audits to support financial reporting and financial systems improvement for audit readiness (FIAR).
You will perform various actions using Standard Accounting, Budgeting, and Reporting System (SABRS), SABRS Management Analytical Retrieval Tools (SMARTS), Command Financial Management System (CFMS) and Enterprise Resource Planning (ERP).
You will track collection actions within the Defense Travel System (DTS), assist travelers in debt to the Government as a result of TDY travel, and provide guidance for repaying the debt or applying for a waiver.
You will serve as the Agency Program Coordinator (APC) for the unit charge card centrally billed account and as the APC for the Government Travel Charge Card (GTCC).
Requirements

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This is a Financial Management Level I certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
Qualifications
GS-11
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Performing budget administration functions such as formulation of budget and cost estimates to support plans, programs, and activities; 2) Reviewing and evaluating budget requests, control, and reporting of obligations and expenditures; 3) Using Federal financial systems to reconcile financial data; and 4) Analyzing and recommending costs and benefits of alternative methods of financial management for organizational programs and administrative operations.
GS-09
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Managing, allocating and monitoring financial resources in compliance with laws, regulations, and policies; 2) Applying knowledge of procedures required to examine invoices, vouchers and related budget/accounting documents; 3) Using Federal financial automated systems to extract data for forms and reports; and 4) Reviewing, updating and maintaining accounts to ensure accuracy of financial information.

Ph.D. or equivalent doctoral degree

3 full years of progressively higher level graduate education leading to such a degree

LL.M., if related

Master's or equivalent graduate degree

2 full years of progressively higher level graduate education leading to such a degree
