This position is located at the National Cemetery Administration in Washington, District of Columbia.
Duties
The incumbent conducts data analysis and manages a broad range of projects and assignments that have national impact. Works with and supports a wide variety of Departmental and NCA staff and managers in the Field and Central Office to ensure that NCA meets the requirements established by the Secretary of Veterans Affairs, VA Office of Inspector General, the United States General Accountability Office, the Executive Office of Management and Budget (OMB) and Congressional stakeholders on NCA performance, planning, and policy issues. Responsible for coordinating and integrating his/her own work providing the line manager(s) with authoritative and objectively based information for making decisions on the programmatic aspects of organizational operations and management. The incumbent performs a variety of analytical, planning, evaluative and advisory work which serves as precedents for others.
Provides advisory services to the DUS concerning a wide range of VA management activities and programs. Gathers factual and subjective data from employees and management officials at all levels of the Office. Provides the DUS with thoroughly researched analyses of issues. Prepares reports of findings and makes recommendations for solutions. Develops management and administrative procedures for use throughout the ODUSF&P. Serves as liaison between the Deputy Under Secretary and the subordinate services, provides instructions to implement the policies, directives, and assignments.
Serves as a liaison to the VA Office of the Actuary and the National Center for Veteran Analysis and Statistics as well as other Federal, State, and private agencies to establish positive partnerships for sharing information, maintaining currency of knowledge, and advancing NCA's ability to collect, report, and use statistical and demographic information. Critically reviews statistical tabulations from outside sources such as the Department of Defense, Census Bureau, and others as appropriate to determine their validity for use in NCA projections and analyses. The incumbent may also, with concurrence of the supervisor, serve on interagency, VA or NCA committees. Participation in such groups may include activities such as providing technical advice, presentation of papers, or panel members. Participates in discussions, meetings, conferences and conference calls with agency administrators, senior subject matter and technical personnel, and other federal agency officials to secure and provide information; investigate facts; present conclusions, recommendations, and alternatives; obtain concurrence; develop alternate courses of actions; and mutually resolve problems.
Work schedule: Required to work Monday through Friday, 8:00 am to 4:30 pm.

Qualifications
To qualify for this position, applicants must meet all specialized experience and time in grade requirements within 45 days of the closing date of this announcement, 07/19/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 45 days of the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If your most recent non-award SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one year time-in-grade, as required by the announcement. In this instance, you must provide an additional non-award SF-50 that clearly demonstrates one year time-in-grade.

You may qualify based on your experience, as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: experience in data analysis tools using statistical, demographic, forecasting, and projections models and techniques.

Physical Requirements: Work is primarily sedentary, although some slight physical effort may be required, and some travel may be necessary.
