Duties

You will analyze and integrate highly complex computer support software and data to provide solutions to problems and issues. You will use database management tools, spread sheets, word processing applications, graphics and statistics databases to conduct business analysis, studies and surveys. You will deploy and sustain computer system hardware and applications including various software packages. You will apply business process re-engineering concepts and methods sufficient to lead/conduct studies designed to identify potential improvements to information technology supporting key RMC business functions. You will analyze the hardware, software, Information Assurance and network architecture associated with Maintenance Data System (MDS) applications to plan deployments, analyze proposed enhancements and pinpoint user-reported problems. You will advise other IT experts in applying the administrative processes, cybersecurity directives and documentation requirements of ashore IT Maintenance Management Information Systems (MIS). You will analyze command structure, missions, programs, and relationships to provide guidance to other IT experts, data management specialists, and others involved in the design, implementation, and maintenance of the CNRMC website or web portal. You will implement higher echelon(s) strategic plans, in addition to CNRMC Strategic Plan, missions, and goals. You will provide cogent evaluation reports (both qualitative and quantitative) in assessing all programmatic aspects of Information Technology. You will--utilizing these assessments and reports--provide substantive recommendations with regard to major maintenance improvement programs and initiatives. You will demonstrate a thorough understanding of command organizational structure, mission, programs, organizational relationships and management IT policies regarding Depot and I-level maintenance. You will support a variety of organizations and their missions.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-02 (GS-11 equivalent) pay band in the Federal service or equivalent experience in the private or public sector performing Information Technology (IT) work analyzing, coordinating, or conducting the design, development, test & evaluation, integration, or life-cycle management of Information Technology systems or projects. In addition, your resume must demonstrate one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency may include: monitoring all phases of an IT program to identify and correct technical or procedural deficiencies or areas of imbalance, and discuss/resolve controversies. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency may include: working with senior management and customers to determine IT system requirements; reviewing IT systems to recommend life-cycle enhancements. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency may include: providing advice or guidance to customers, team members, or management on IT matters of a functional, technical, financial, contractual, or administrative nature in both structured and unstructured situations. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency may include: identifying IT project risks and providing alternatives for possible mitigations to lessen or remove the potential impact of the risks to the project. Examples of specialized experience may include: 1. Information Resources Management: Develop or implement strategy and plans for utilization, tracking and management of information resources (such as personnel, equipment, funds, and Information Technology) in order to enable organizational and enterprise missions. 2. Information Technology Life Cycle Management: Plan, develop and/or manage processes across the information systems/services life cycle to ensure Information Technology capabilities meet current and f3uture organizational and enterprise missions. 3. Information Technology Operational Performance Measurement and Management: Conduct periodic performance assessments to ensure that information activities, processes, or components are achieving desired results. 4. Information Technology Policy and Planning: Develop and promulgate Information Technology strategy policy, guidance, and plans. Monitor to ensure consistency and compliance. 5. Information Technology Specifications Analysis: Define the information technology specifications needed to execute tasks to support end user functional requirements. 6. Information Technology Systems Analysis: Measure and identify the effectiveness of information technology products and services to maximize the performance of related systems.
