You will serve as a FINANCIAL MANAGEMENT ANALYST in the Corporate Business & Analysis Group, Program & Business Analysis Department of NAVAIRWARCENWPNDIV POINT MUGU.

Duties

You will assist in the performance of functions such as: formulation of budget and estimates to support plans, programs, and activities; review and evaluate budget requests, control and reporting of obligations and expenditures. You may be responsible for development, determination, and interpretation of budgetary policies and practices. You will perform limited studies or assists a higher-graded analyst with full scale studies. You will research guides to locate accounting, budgetary and financial information and prepares summaries for use by higher-graded analysts. You will prepare preliminary budget estimates, financial reviews, etc. for a few relatively stable programs or program support activities.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This is a Financial Management Level 1 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to obtain and maintain an interim and/or final Secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Qualifications

To Qualify for the GS-09 position: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate some or all of the following: 1) Experience with financial transaction processing, 2) Validating travel financials or expenses, 3) Processing/reviewing transactions in accounting system, 4) Reconciling accounts, reviewing financial data, and/or making recommendations for financial data corrections, 5) Experience utilizing MS excel, MS word and Power Point. .To Qualify for the GS-07 position: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate some or all of the following: 1) Assisting in financial transaction processing, 2) Assisting with travel financials or expenses, 3) Assisting in processing transactions in accounting system, 4) Experience utilizing MS excel, MS word and Power Point.
