Duties

As a Program Manager, at the full performance level, you will perform the following duties: Consults with senior managers and executives in ICE across all program offices, state and local government agencies and educational institutions to determine learning and development requirements on leadership programs requiring application of a wide range of qualitative and quantitative methods to assess complex management and program processes and systems. Establishes and implements leadership management efforts that effectively communicate and support the ICE mission and strategic vision; determines organizational needs and facilitates conversations with program office leaders and their staff to help them improve leadership skills and workplace performance. Oversees the training accreditation functions, strategic initiatives and mission support portfolios as well. These functions include vendor support. staffing, budget, accreditation, logistics, office health and safety and implementation of broad ranging strategic goals Serves as the chief spokesperson and focal point for leadership development system activities, serves as the Acting Assistant Director (AD) when assigned in the absence of the AD and represents the AD at meetings, serves as the Acting Assistant Director (AD) when assigned in the absence of the AD and represents the AD at meetings.

  • Probationary Period: This is a full-time permanent position (Career/Career-Conditional appointment). Upon appointment to this position, you may be required to serve a one-year probationary period.

You qualify for the GS-15 grade level if you possess one (1) year of specialized experience at the GS-14 grade level or equivalent performing duties such as: Overseeing the design and development, and delivery of high-quality leadership training and development opportunities for employees at varying levels in one or more segments of an organization; Developing detailed plans, goals, and objectives for the short and long-range implementation of programs and developing criteria for evaluating their effectiveness; Managing and directing the work of the unit, through subordinate supervisors (Unit Chiefs), serving as the chief spokesperson and focal point for leadership development system activities; Overseeing mission support portfolios to include staffing and budgeting.
