Organizational Location: This position is located in the Department of Homeland Security, Immigration and Customs Enforcement, Office of Leadership and Career Development, in Irving, Texas.
This is a non-bargaining unit position.
Duties
As a Supervisory Program Manager, at the full performance level, you will perform the following duties:
Ensures implementation by subordinate organizations and operating units of the goals and objectives of programs. Develops performance goals, objectives, and strategies in coordination with leadership. Keeps senior management and other stakeholders updated on performance of programs and initiatives;
Establishes and implements leadership management efforts that effectively communicate and support the mission and strategic vision;
Builds and manages detailed project plans and facilitates the production of mission supporting outcomes for the agency by bringing together subject matter experts from other program offices and other learning and development professionals outside the agency to ensure programs meet agency needs;.
Oversees the implementation and management of training management systems;
Oversees the training accreditation functions, strategic initiatives and mission support portfolios;
Serves as strategic advisor to organization senior management and field personnel regarding key organizational and management issues; and
Oversees and evaluates the delivery of vendor support as required to ensure operational objectives are met.
The Office of Leadership Career Development (OLCD) is the lead office within ICE for leadership and career development. The OLCD provides essential training and professional development opportunities to help ICE employees enhance their leadership skills and achieve career development goals. The OLCD is comprised of instructors, facilitators, curriculum designers, accreditation specialists, technical experts, career development professionals, and administrative personnel that design, develop, and deliver training to support the development of the ICE workforce.

- Probationary Period: This is a full-time permanent position (Career/Career-Conditional appointment). Upon appointment to this position, you may be required to serve a one-year probationary period.
Qualifications
You qualify for the GS-15 grade level if you possess one (1) year of specialized experience at the GS-14 grade level or equivalent performing duties such as:
Serving as an advisor, subject matter expert and/or program manager, relying on experience, providing oversight to a program that captures information vital to senior leadership;
Establishing and managing major program(s) and ensuring compliance with Federal, department, and agency administrative provisions and policies;
Overseeing the overall planning, direction, and timely execution of the programs;
Working with various subject matter experts to develop high-level process improvements, new tools, technologies, programs, and products to further implement policy and program reforms; and
Communicating effectively to resolve broad, complex and or unprecedented planning, evaluation, control, and resource allocation.
