Duties

Plans, organizes, and oversees the activities of the USPFO Logistics Division. Develops goals and objectives that integrate organization and (insert functional area) objectives. Establishes, revises, or reviews policies, procedures, mission objectives, and organization design for the staff, as necessary to eliminate work problems or barriers to mission accomplishment, promote team building, implement quality improvements, or in response to concerns with regulatory compliance and/or customer requirements. Plans work for accomplishment by subordinate units, sets and adjusts short-term priorities, and prepares schedules based on consideration of difficulty of requirements and assignments such that the experience, training, and abilities of the staff are effectively utilized to meet organization and customer needs. Provides subordinate supervisors and staff with direction and advice regarding policies, procedures, and guidelines. Exercises supervisory personnel management responsibilities. Directs, coordinates, and oversees work through subordinate supervisors. Advises staff regarding policies, procedures, and directives of higher level management or headquarters. Selects candidates for subordinate non-supervisory positions and recommends selections for subordinate supervisory positions taking into consideration skills and qualifications, and mission requirements. Ensures reasonable equity among units of performance standards developed, modified, and/or interpreted and rating techniques developed by subordinate supervisors. Explains performance expectations to subordinate supervisors and employees directly supervised and provides regular feedback on strengths and weaknesses. Appraises performance of subordinate supervisors and other employees directly supervised and serves as reviewing official on evaluation of non-supervisory employees rated by subordinate supervisors. Approves expenses comparable to within-grade increases, extensive overtime, and employee travel. Recommends awards for non-supervisory personnel and changes in position classification to higher level managers. Hears and resolves group grievances and employee complaints referred by subordinate supervisors and employees. Initiates action to correct performance or conduct problems of employees directly supervised and reviews and/or approves serious disciplinary actions (e.g. suspensions, removals) involving non-supervisory subordinates. Demonstrates mastery of general supply program management by applying new concepts and developments to supply problems that may depart from established practices. Plans for significantly new and far reaching logistics program requirements such as new equipment fielding, mobilization, de-mobilization, new logistics Standard Army Management Information Systems (STAMIS), and Home Land Defense/Defense Support to Civil Authorities (HLD/DSCA). Requires the application of new theories, concepts, and/or development to supply problems not acceptable to treatment by accepted supply methods, techniques, or procedures. Advises the USP&FO and Command Staff on installation logistics, transportation, and supply readiness status of units. Identifies, evaluates, and makes recommendations for required support available, concerning overall plans and proposals for current and future operations. Plans, recommends, develops and issues approved policies affecting logistics support and operations. Resolves policy issues at NGB and the State level of the organization where the complexity is such where other employees have been unable to develop solutions. Collects and consolidates data for areas in which operations are contemplated. Provides input to the command logistics guidance and support plans for federal and State missions. Provides definitive guidance on interpretation of regulations and directives, regarding all classes of supply and multiple logistics services, and assists units, organizations, and activities in installation logistics and transportation matters. Uses personal judgment and discretion with broad latitude to develop supplements to regulations and directives to fit specific state logistic requirements. Attends conferences, workshops and meetings on matters of policy and procedures. Provides information on policy and operations as required. Renders expert guidance to commands and activities on supply and services. Visits or directs visits to commands and activities to ensure adequate installation logistics support is rendered. Plans, directs and executes supply and services requirements for mobilization and demobilization of units. Performs other duties as assigned.

  • APPOINTMENT FACTORS: T5 Excepted Service appointment in the Alaska National Guard.
  • Must maintain a valid driver’s license.
  • Position is subject to frequent TDY.
  • May be required to travel aboard military aircraft.
  • Must be in the process of obtaining or possess a secret security clearance.

Qualifications

GENERAL EXPERIENCE is experience, education, or training involving judgment and/or analytical ability in the logistics field. Experience using computer and automation systems. SPECIALIZED EXPERIENCE is experience which is directly related to the position to be filled and which has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of this position. GS-13 - Must have at least 1-year specialized experience, education or training equivalent to at least next lower grade level, GS-12. Examples of specialized experience includes: Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel. Directs, coordinates, and oversees work through subordinate supervisors. Evaluates requirements for additional resources submitted by subordinate supervisors, and balances organization needs with overall mission requirements and resource interests. Demonstrates mastery of general supply program management by applying new concepts and developments to supply problems that may depart from established practices. Plans for significantly new and far reaching logistics program requirements such as new equipment fielding, mobilization, de-mobilization, new logistics Standard Army Management Information Systems (STAMIS), and Home Land Defense/Defense Support to Civil Authorities (HLD/DSCA). Plans, recommends, develops and issues approved policies affecting logistics support and operations. EXPERIENCE REQUIREMENTS: Resume must have complete dates and hours worked per week for each occurrence of both civilian and military employment (Example: 2 JAN 1980 to 3 MAR 1981; 0800-1630 M-F or JAN 1980 to MAR 1981; 40 hrs/wk) Use of year only will result in disqualification.
