Duties

Serves as a full deputy to the Logistics Management Officer (J-4). Plans, organizes, and oversees the activities of the state J-4, Logistics Directorate. Develops goals and objectives that integrate manpower and personnel support objectives into state short and long-term operational plans. Establishes, revises, or reviews policies, procedures, mission objectives, and organization design for the J4 staff, to ensure work problems or barriers for mission accomplishment are eliminated. Promotes team building, implements quality improvements, and is responsive to concerns with regulatory compliance and/or customer requirements. Plans work to be accomplished by subordinates, adjusts overall priorities, and prepares schedules based on consideration of difficulty of requirements and assignments such that the experience, training, and abilities of the staff are effectively utilized to meet organization and customer needs. Coordinates and directs the logistical mission and administers the Command Supply Discipline Program. Sets priorities and deadlines for special projects and coordinates plans with other states/territories as well as with subordinate supervisors. Responsible for development of logistical mobilization and readiness plans for deployment or redeployment and demobilization of assigned units. Manages long-range planning in structuring and scheduling readiness/mobilization logistics programs that are consistent with the needs of the National Guard Bureau and local organization.

Requirements

  • Alaska Army National Guard membership is required.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • U.S. Citizenship and Secret Clearance is required.
  • Bargaining Unit: Non- Bargaining
  • APPOINTMENT FACTORS: Excepted/Officer in the Alaska Army National Guard.
  • MILITARY GRADE REQUIREMENT: Due to the nature of this position, the minimum military grade is Captain (CPT/O3) and the maximum military grade is Major (MAJ/O4).
  • Incumbent is subject to termination due to loss or reduction in funding for this position.
  • Must be able to obtain and maintain the appropriate security clearance of the position.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.
  • May occasionally be required to work other than normal duty hours; overtime may be required.

Qualifications

GENERAL EXPERIENCE is experience, education, or training involving judgment and/or analytical ability in the logistics field. Experience using computer and automation systems SPECIALIZED EXPERIENCE is experience which is directly related to the position to be filled and which has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of this position. GS-12- Must have at least 1-year specialized experience, education or training equivalent to at least the next lower grade level, GS-11. Examples of specialized experience includes: Develops goals and objectives that integrate manpower and personnel support objectives into state short and long-term operational plans. Establishes, revises, or reviews policies, procedures, mission objectives, and organization design for the J4 staff, to ensure work problems or barriers for mission accomplishment are eliminated. Reviews and structures organization to optimize use of resources and maximize efficiency and effectiveness of the organization. Coordinates and directs the logistical mission and administers the Command Supply Discipline Program. Sets priorities and deadlines for special projects and coordinates plans with other states/territories. Oversees the preparation of the logistics sustainability objectives needed to support the force structure and serves as the focal point. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel. EXPERIENCE REQUIREMENTS: Resume must have complete dates and hours worked per week for each occurrence of both civilian and military employment (Example: 2 JAN 1980 to 3 MAR 1981; 0800-1630 M-F or JAN 1980 to MAR 1981; 40 hrs/wk) Use of year only will result in disqualification.
