The position is in VBA's Office of the Under Secretary for Benefits, Office of Program Integrity and
Internal Controls (PI&ICs). The office serves as VBA's oversight liaison with the Office of Inspector
General (OIG) and the Government Accountability Office (GAO), coordinating and facilitating oversight
activities with VBA business lines and staff offices. PI&ICs coordinates and monitors activities associated
with VBA-related OIG and GAO audits and reviews.
Duties
Specific duties include:
VBA analyst and liaison with internal and external oversight entities (e.g., VA Office of Congressional and Legislative Affairs (OCLA), VA Office of Inspector General (OIG), and Government.
Coordinates, manages, and facilitates activities of assigned audits and reviews to include serving as the representative on behalf of VBA at entrance, interim, exit and other meetings.
Reviews, analyzes, and tracks all confidential/embargoed audits, reviews, hotline referrals, and reports published by an oversight organization involving the VBA.
Coordinates and discusses with senior analyst or supervisor, findings of a report to assess program issues noting trends and common features as relevant.
Contributes to the development of the Department and VBA positions on OIG/GAO recommendations or reports affecting VBA programs and potential corrective actions. This includes assisting with the development of leadership responses to confidential and sensitive OIG hotline referral cases.
Prepares responses for executive leadership and management review and approval. Ensures proposed responses are timely, clearly address the issue at hand, and are consistent with existing VBA policy and federal statutes impacting the Department's ability to efficiently carry out agency goals and programs.
Obtains necessary concurrences and approval of responses to reports or Audits, responsible for distributing approved responses to OIG, GAO, and other relevant stakeholders.
Participates in the resolution of sensitive and confidential audit/inspection activities for organizations agency-wide related to program integrity issues.
Analyzes and evaluates, on a quantitative or qualitative basis, the effectiveness of programs or operations in meeting established goals and objective for both short- and long-range objectives. Develops procedures and systems for establishing, operating, and assessing the effectiveness of administrative control systems in business line or operating program.
Coordinates with the appropriate VBA/VA entity, acts as a resource to leadership and management officials within VBA on program related issues, and serves as a liaison and facilitator to ensure appropriate action is taken to bring resolution to each issue.
Performs quality management activities designed to improve quality of transaction processing, customer service activities or other business procedures.

TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees, former Federal employees applying for reinstatement, or a current federal employee applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment must meet time in grade requirements. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
NOTE: This does not apply to Non-Federal Applicants, or applicants applying for consideration under Non-Competitive Authority (i.e.... "30% or more Disability", VRA, and/or Schedule A).
To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. For a GS-13 position you must have served 52 weeks at the GS-12 level.
MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below:
GS-13 Grade Level:
Specialized Experience: Demonstrated experience in coordinating, managing, and facilitating activities
of assigned audits and reviews to include serving as the representative on behalf of the organization at
entrance, interim, exit and other face-to-face meetings. Experience in assisting with preparing leadership
responses to confidential and sensitive OIG referral cases or reports. Demonstrated experience in
managing and reviewing correspondence for technical and substantive compliance with management
and department policies, including reviewing for grammar, punctuation, and other organizational style
requirements priorities.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
Physical Requirements: The work is sedentary. Some work may require walking and standing in conjunction with attending meetings and conferences. Work may require carrying light items such as papers, books, or small parts. The work does not require any special physical effort.
