This position is located in the Security and Emergency Preparedness Directorate, Chief Operating Officer.  The selected applicant must be able to obtain and maintain a Top-Secret Security Clearance.

Duties

This position is located in the Security and Emergency Preparedness Directorate (SEPD), Office of the Chief Operating Officer (COO), and reports directly to the Director of SEPD.  The incumbent provides technical guidance, leadership, security, and emergency preparedness related activities impacting the Library.  The position provides analyses of SEPD programs for the purpose of advising the SEPD Director with regards to policy direction, review, coordination, and prioritization of SEPD activities.  The incumbent analyzes, reviews and monitors mission critical issues, requiring a response and action by SEPD. The incumbent assesses program effectiveness and/or the improvement of program, management processes, and systems. The incumbent is also a recognized functional expert in security and emergency preparedness, provides technical guidance, advice on the prioritization of SEPD’s current, and future priorities.

Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision. Knowledge of program management principles, concepts, and evaluation methods. ** Ability to analyze complex issues and develop strategic solutions. ** Knowledge of Security and Emergency Preparedness. ** Ability to build and maintain relationships with individuals from a variety of backgrounds in order to provide consultation or liaison services. Ability to communicate in writing. Ability to communicate effectively other than in writing.
