This position is located at Departmental Offices, Office of Deputy Assistant Secretary for Management and Budget (DASMB). As a Budget Analyst, you will take a leading role in budget planning, formulation, execution and expensing to clients, as well as timely reporting of expenses of all Treasury Enterprise Services.

Duties
The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
As a Budget Analyst, you will take the lead in assigned duties related to the formulation, presentation, execution, and analysis of all Treasury Enterprise Services budget requirements. Those assigned duties include:
Preparation of all budget documents, consistent with approved programs and based upon approved budget allowances
Program and budget formulation through analysis of the validity, adequacy, feasibility, and balance of proposed programs
Preparation and coordination of budget justification materials
Projection of appropriate levels of budget authority, obligation and outlay for future years as well as long range budget planning
Analysis of budgetary trends and funding history
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement:
SPECIALIZED EXPERIENCE:For the GS-13 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position includes:
Independently executing and/or formulating a budget to address needs of a customer organization; AND
Independently performing detailed review and analysis of budget information; AND
Preparing and presenting budget justifications and findings to senior management; AND
Integrating performance management data, including program performance and accountability, into the budget process.
SPECIALIZED EXPERIENCE:For the GS-12 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized Experience for this position includes:
Executing and/or formulating a budget to address needs of a customer organization; AND
Independently performing detailed review and analysis of budget information; AND
Preparing and presenting budget justifications and findings to senior management.
SPECIALIZED EXPERIENCE:For the GS-11 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized Experience for this position includes:
Executing and/or formulating a budget to address needs of a customer organization; AND
Performing careful review and analysis of budget information.
OR EDUCATION: You may substitute education for general or specialized experience as follows (Attach copy of transcript or list of college courses designating semester or quarter hours earned to ensure proper credit):
- Ph.D. or equivalent doctoral degree; OR
- 3 full years of progressively higher level graduate education leading to such a degree; OR
- a LL.M., if related;
OR COMBINATION OF EXPERIENCE AND EDUCATION: You may qualify on a combination of education and experience. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education.
SPECIALIZED EXPERIENCE:For the GS-09 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized Experience for this position includes:
Performing reviews and analysis of budget information.
OR EDUCATION: You may substitute education for general or specialized experience as follows:
- a master's or equivalent graduate degree; OR
- 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related;
OR COMBINATION OF EXPERIENCE AND EDUCATION: You may qualify by a combination of experience and education. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education.
The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resumé.
TIME-IN-GRADE: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13, you must have been at the GS-12 level for 52 weeks.
For the GS-12, you must have been at the GS-11 level for 52 weeks.
For the GS-11, you must have been at the GS-09 level for 52 weeks.
For the GS-09, you must have been at the GS-07 level for 52 weeks.
TIME AFTER COMPETITIVE APPOINTMENT: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
Education
The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the
