This Program Liaison (U.S. Antarctic Program Ombudsperson) position is located in Antarctic Infrastructure and Logistics (AIL) Section within the Office of Polar Programs (OPP), Directorate for Geosciences (GEO). The purpose of the position is to serve as the primary resource for all U.S. Antarctic Program (USAP) participants to raise issues, recommend solutions, ask questions, and provide feedback directly to the National Science Foundation about USAP operations.
Duties
As a Program Liaison (U.S. Antarctic Program Ombudsperson), you will perform the following duties:
Visit all stations and vessels each year to listen to the community, assess situations, and guide individuals toward effective problem resolutions and options.
Monitor trends to identify issues requiring broader and corrective actions.
Oversee the development of a range of training programs regarding mediation, negotiation, and other related skill sets to promote constructive communication, conflict resolution, and collaborative problem-solving.
Consult with leaders, managers, and supervisors to establish coordinated efforts across a wide spectrum of U.S. Antarctic Program (USAP) elements in collaboration with stakeholders.
Participate in the development of operating goals and objectives across USAP as a technical expert in the field and make informed recommendations regarding improving program effectiveness.
Perform data collection, records maintenance, and report preparation to document issues identified and their closure, identify overarching issues and trends, and inform internal and external stakeholders of efforts to improve USAP.
Support the implementation of the Sexual Assault and Harassment Prevention and Response (SAHPR) program, in coordination with the National Science Foundation (NSF) SAHPR Program Office, to ensure that the prevention program is executed with fidelity, on time, and within allocated resources.
Qualifications
To qualify at the GS-14 level, you must possess at least one year of specialized experience equivalent to the GS-13 level in Federal service serving as an impartial resource, operating independently and informally, for an organization and advocating for fair processes, effective communication, and collaboration between relevant parties. Examples of experience include: serving as a program liaison, conducting independent fact-finding, recommending actions, referring individuals to appropriate parties for action, developing recommendations to improve program effectiveness, establishing and maintaining effective relationships with stakeholders, and developing training programs.
Experience refers to paid/unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) & other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, & skills & can provide valuable training/experience that translates directly to paid work. You will receive credit for all qualifying experience, including volunteer experience.

Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.
